The Council of Radio and Television of Montenegro adopted by majority of votes the financial report on the operations of that media company, although all the members of the Council were not sure of the credibility of the data on how the money was spent during the last year and what the actual debts of the Public Service are.
The audit report, which deviates from the financial report, was also adopted by the majority of votes, according to which RTCG operated with a loss of around 2011 euros in 2.655.193, while the revenue was slightly more than 10 million.
Council members agree that an analysis with accurate data on the financial condition of that media house should be prepared in due course. Redundancy of employees, accumulated debts, poor technical equipment, unprofessional keeping of accounting books, invoices from earlier years that are "taken out of drawers", such as invoices about debt to the Atlas Group under the concession agreement with the company "Fiesta", were the main topics of the three-hour session. It was established that the task of making an assessment of the entire property was not done.
"The debt, in my estimation, was 3,5 million when I came. The question is whether we know how much the debt is at this moment," said RTCG director Rade Vojvodić, adding that it was obvious that "there was money" in the last three years. , but that debts were incurred.
He announced that the debt based on taxes and contributions had accumulated to more than 860.000 euros, and that it would have exceeded the figure of one million if they had not settled part of their obligations from the loan given to them by the Government.
He reminded that he came on December 1, 2011 and that as a manager he was obliged to sign the report, but that he was not responsible for spending money until that date.
Momčilo Zeković pointed out that too much money is still being spent on fuel, mobile and landline phones, while Council President Dušan Simonović concluded that the financial report is bad, negative, that the situation is objectively difficult, but that the responsibility is not Vojvodić's. Zeković, Slavica Striković and Goran Đurović were against the adoption of the report.
The best model for informing the public was not adopted at the session. Reprimanding "Vijesti" for "non-objective and tendentious reporting", Vojvodić suggested that Council sessions be closed to the public and that the Council "should work like the Government".
He announced that he had hired a spokesperson and that, according to his data, the viewership of TVCG is increasing at the expense of TV Vijesta.
"I'm not sure if the manipulation is greater if the sessions are open or closed to the public... The blame lies with the members who use cameras to perform their performances", assessed Draško Đuranović, while Goran Đurović emphasized that all media should work on professionalism, above all Public Service.
A bunch of praise without foundation
Slavica Striković reproached Radojica Bulatović, the editor of Radio Montenegro, for preparing a four-page "frivolous report" on the work of the Radio, and she did not have better evaluations of the report on the work of the television.
"This is frivolous and shows disrespect towards the members of the Council, neither in form nor in content does it deserve for me to raise my hand for such reports. Both of them are a bunch of eulogies about their work, and this house does not deserve eulogies, at least everyone here we agree," Striković said.
Although Bulatović defended himself that he only brought the report prepared by his colleagues, the Council decided that he had to supplement it by Thursday.
Rutović does not send minutes to the director because of the Internet
Vojvodić pointed out that the radio and television newsrooms also have to be accountable.
"Just as we at cent need to justify funds, so every newsroom needs to submit accounts for every hour spent. I only received three minutes from the TVCG collegium. Only precisely measured results of all people can show the true situation," said Vojvodic.
The director of TVCG Radojka Rutović assessed that the work of journalists cannot be evaluated by "scoring", as suggested.
She said that it is not a problem to supplement the report with data on the performance of individual journalists. Explaining the denial of minutes to the general director, she said that "their internet is bad and they have terrible problems because of it", even during the broadcasting of the program.
