Representatives of "NGO Park Šuma-Zagorič" requested yesterday that the state be involved in solving their problems.
The problem with the land in Zagorič arose when it was returned to the former owners Vučinići, who are asking the citizens who built houses on their property to now pay them compensation. The owners of the houses claim that they did not know that they were building on private property, but thought that the land belonged to the state.
They resented Mayor Miomir Mugoša, who, according to their opinion, after fifteen years, is changing his attitude regarding the problems of the residents of Park-šuma in Zagorič.
They noted that it was not possible that "kidnappers, usurpers and robbers", as the "esteemed mayor" called them, could not create a settlement with so many houses overnight.
"We are asking for the state to get involved in this problem, and to include the price of the land in the price of the legalization of the buildings. That way, we would pay the state for the legalization of the buildings and the disputed land, and the state would compensate the heirs from that amount. As we have repeatedly promised by the competent authorities," announced the "NGO Park Šuma-Zagorič".
They pay taxes, bills...
They noted that "someone" allowed state property to be sold, as well as that most of the residents of the area bought lots for building houses.
"At the meeting in 2001, held in front of the cemetery in Zagorič, it was the mayor of Mugoš who promised "the legalization of all buildings that can fit into the spatial planning documentation, except for the buildings located on roads and water lines, which will be removed." If it wasn't an election, referendum game for which you are now sending us bills?
How is it possible that, as a rule, a few months before the election, "kidnappers, usurpers and robbers" are allowed to build new buildings, as well as add to the existing ones?
How is it possible that when returning the land to the former owners, the GUP from 1990 was taken into account, when on 27.12.2002. in 90, a decision was made to start drafting and supplementing the GUP, within 28.02.2007 days, which was not respected, because it was only adopted on February XNUMX, XNUMX. year, when it receives the purpose of: "built-up land, the purpose of which is - individual housing or cemetery", reminded the representatives of "NGO Park šuma-Zagorič".
They emphasized that all this was done before the disputed land was returned to the former owners, as if the decision of the Ministry of Finance dated April 06.04.2009, XNUMX. years, kept in someone's drawer until all deadlines for appeals have expired.
"We did not kidnap, steal, usurp"
"How is it possible that the disputed land is returned according to the GUP from 1990, which treated it as agricultural land, and now the experts according to the GUP from 2007, which treats the same land as urban-building land, which we "kidnapped, usurped and robbed", put to use, long before returning to the former owners?
The residents of Park šume-Zagorič did not "kidnap, usurp or rob" the property of the former owners, because the latter would not even allow it, but built their houses on the purchased land, which at that time was the property of the Municipality of Podgorica.
If the residents of Park Šume had known that it was private land, they would never have started building their buildings. We do not shy away from paying for disputed land, but everything within the limits of our capabilities, and appropriate to our financial situation. In the end, this legally complex situation can only be resolved if there is good will and desire on the part of all four parties: the heirs, the municipality of Podgorica, those who sold us the municipal land and us, the residents of the settlement, announced from "NGO Park Šuma-Zagorič". .
Locals previously said that some of them tried to come to an agreement with the lawyers of the Vučinić family, but they asked for 50 euros per square meter, while the residents of the settlement offered 20 euros. The lawyer of the Vučinić family, Vanja Mugoša, confirmed earlier that the state returned the land on which more than 150 houses were built to the family.
Vujović: The government is to blame
The head of the councilor club of the Socialist People's Party in the Assembly of the Capital City, Vladimir Vujović, believes that the land problem in Zagorica is difficult to solve, and that the local government in Podgorica should deal with it. He, recalling the recent statement of the mayor Miomir Mugoša that "he has warned and begged countless times not to steal other people's land and build illegal, i.e. wild buildings", said that "it was not up to the local government to beg".

"How can someone say 'I am the government' and brag about their rule, without protecting the interests of the capital city. This is not a phenomenon related only to Podgorica, but the consequences are the greatest possible," said Vujović.
As he reminded, the mentioned land was owned by private owners from whom it was taken by another government, and that the representatives of the current government were not able to protect that land, because they are burdened only by their personal interests.
"It becomes natural that someone who is burdened only with his own interests cannot recognize the municipal interest," he believes.
The head of the SNP councilors club believes that Podgorica needs a government that recognizes the interests of the municipality and that will be at the service of the citizens and receive a salary for that, "and not to compete on who will abuse it more".
Five are seeking legalization
Mayor Miomir Mugoša announced earlier that the citizens of the forest park in Zagorič, whose facilities are included in the planning documentation, are obliged to resolve their relationship with the Stamatović and Vučinić families, the owners of the returned land. The land was returned to the Stamatovićs twenty days ago. On that occasion, Mugoša pointed out that the Capital will stand behind the owners of the buildings, who have accepted the invitation to enter the process of legalizing the buildings and pay rent for the land.
"We will take into account if someone has submitted at least documents for leasing space. They will be our concern. They will return the land, and we will provide them with housing. If, however, they have real estate in the territory of Montenegro, then we will agree that they will receive only tenancy right without the right of redemption," said Mugoša.
According to the records of the Property Directorate, only five owners of illegally built buildings from the Zagorič Forest Park responded to the call to legalize the buildings by initially paying the rent for the land they occupied.
They are Milorad Bulatović, Milo Janković, Žarko Radović, Milorad Tomić and Milutin Ljumović. They paid monthly rent, which, depending on the area of the occupied land, amounted to between twelve and sixty euros per month.
Mugoša then said that he knew that the day would come when the previous owners would be compensated, because as he emphasized, "there is a record of what was looted during that period, and what has now been returned to the owners".
