This year, the Rožaj treasury will receive a million euros less than planned. Speaking about the rebalancing of the budget at the session of the local parliament, Mevljuda Cikotić said that it was not possible to achieve all the planned revenues due to the global economic crisis.
The smallest collection was felt in the area of concessions, land sales, taxes and fees. The bad economic situation has blocked numerous companies and impoverished citizens, so instead of the planned over 4,9 million euros, about 3 million will flow into the Rožaj coffers.
The opposition councilors complained that the unrealized budget was mostly reflected in the capital investments for which 900.000 were spent instead of the planned 1,7 million. According to their opinion, it is a direct attack on the citizens, because the non-realization of investments does not improve the quality of living conditions.
Only the privileged have the benefits
Osman Nurković (BS) specifically referred to the way of announcing the tender for the award of concessions. Emphasizing that it is about the common good, he said that it is unacceptable that only privileged individuals benefit from this work.

Mayor Nusret Kalač said that it is normal that the non-fulfillment of the budget had the biggest impact on capital investments, because "there is no capital budget without regular settlement of current obligations".
He said that the local administration also worked on reducing costs, so savings of around 190 thousand euros were achieved. Kalač also reminded that the Municipality of Rozaj, compared to others in Montenegro, is the least indebted.

Kalač agreed with the opposition regarding the method of announcing the tender for granting concessions. He criticized the Forestry Administration for doing this at the end of the year in recent years, which causes the local budget to suffer.
"The competition is announced in agreement with several concessionaires, which is unacceptable. It should be announced at the beginning of the year, as is the case in other municipalities, so we could safely count on the planned income on that basis. It's surprising that concessions are awarded to companies whose accounts are blocked," said Kalač, who announced that at one of the next sessions, the way concessions are awarded, the sale and resale of companies, as well as other speculations in that area will be discussed.

Duties instead of the Municipality to local communities
A decision was adopted on the construction, reconstruction, maintenance, protection and use of local and uncategorized roads, which abolishes the fee paid by concessionaires during the exploitation of wood assortments.
Instead of that duty, the concessionaires will conclude contracts with local communities on the way to use the roads, that is, their return to their previous state after exploitation.
Kalač believes that in this way the alleged business barriers will be removed, while Osman Nurković suggested that this decision should not be adopted "because it is another privilege for a number of concessionaires".
