Citizens of Montenegro paid an average of 233 euros in bribes to civil servants to complete some jobs, according to the new report "Corruption in Western Balakan" by the UN Office on Drugs and Crime (UNODC).
The document specifies that this amount, in relation to living expenses and purchasing power, essentially amounts to 480 euros. In comparison with the countries of the region, Montenegrins are ahead of only Macedonians, who on average pay 1.212 euros for bribes, Croats 410, in Serbia they pay 349, in Bosnia and Herzegovina 222, while the lowest is in Albania - 103 euros.
The largest number of Montenegrin citizens, 32 percent, gave bribes to speed up the procedure, 18 percent of them to get better treatment and end the procedure, and only a smaller percentage bribed officials to avoid paying a fine.
As for the way they bribed, 70 percent of Montenegrin citizens gave money, 17 treated them with food and drink, and 12,5 percent "gifted" valuable things. Only 0,5 percent of citizens bribed by exchanging services.
Half gave bribes before the work was done, 11 percent did so at the same time, 6,5 immediately before or after, and a fifth of them gave bribes after the work was done.
In the countries of the region, Albanian citizens were bribed the most with money, as much as 99,4 percent, while Croats did it the least - 44 percent.
The percentages refer to the last bribe paid by all those who bribed a year before the survey was conducted, and it was conducted in the period September-October last year.
