Employees in the local administration in Plav, as well as other budget beneficiaries, have not received their salaries for five months. 124 of them in the Municipality and 104 employees of the company founded by the Municipality and Labor Day, May 1, met with empty pockets.
In addition to unpaid wages, the Municipality did not pay contributions and taxes on the wages of employees for 18 months, and thus the obligations to workers and suppliers are increasing from month to month.
Information about unpaid wages, contributions and taxes was confirmed to "Vijesti" by the Secretary for Economy, Development and Finance Salih Šabović, who could not specify when the employees will receive their salary. He said that it is being actively worked on, but he could not say how much the Municipality owes its employees.
"Employees in the Municipality and the companies it founded received their last net salary for November of the previous year. For one net salary for workers who work in local self-government, without the workers of the JU Center for Culture, we need about 54.000 euros, and in addition we have and contributions and taxes.
We are working to overcome the problem, the Municipality is looking for the most favorable offers from banks to take on debt, for a period of up to five years, in order to pay the most important obligations, which are salaries to employees and debts to suppliers.
That debt would range from 700.000 to 1.000.000 euros, and our guarantee is the funds that follow us from the equalization fund," said Šabović.
He announced that these days the Municipality will "carry out real estate taxes for this year, in accordance with the new law on real estate, which will be an injection to the current situation in the municipal coffers".
Employees in the local administration were not willing to comment on the situation, except that they stated that they could no longer live without salaries.
According to the new standards, the municipality of Plav has about 50 redundant workers. There is no official data on the number below the line, but according to the data available to "Vijesti", on September 10, 2006, the local administration without its companies had 91 employees, on July 1, 2010, it had 119 employees, while on April 28, 2011, that number was 124 employees. When you add 24 employees of the Center for Culture, JP for housing and communal activities and 80 employees of the Protection Service, 228 people are financed from the municipal budget.
Enter the auditors
In the budget proposal for the current year, which was voted at the session of the Assembly in Plav, funds for gross wages and employer contributions are planned for nine months in the amount of 791.800 euros, which is 69 percent of the total planned current expenditures of the municipal budget for 2011.
At the last session of the Municipal Assembly, the Decision on the final account of the budget for 2010 was rejected, because according to the assessment of a part of the councilors, the figures in that report in all three parts of it do not match the final figures.
The report was rejected with the conclusions that the audit services should do their work in the local administration, which will examine the operations of the Municipality of Plav. The arrival of the auditor is expected these days, and the local self-government hopes to have the results by May 15.
