Those interested in advanced construction have the option of asking banks for so-called green loans, while, as Miščević says, the state also has an "obligation to repair the windows on its buildings."

"It is important that incentives, which should first come from the state, can only be given for advanced construction and with loans with special interest rates. In that case, this 10 or 15 percent more expensive construction would be covered by those incentives," he said.

When asked whether the country's energy efficiency will be advocated due to economy or pressure from the European Union, Miščević said that the Balkan countries will have to accept the rules of conduct, and that the pressure towards more efficient use of energy is positive.

Participants of the two-day seminar, architectural, construction and mechanical engineers and students, will learn about the international criteria for the construction and design of passive houses and the methods used in the design and calculation of energy consumption in them.

The seminar was organized by the German Society for International Cooperation GIZ and the Faculty of Architecture as part of the project Improving Energy Efficiency in Montenegro.
