The Directorate for Inspection Affairs, headed by Bosniak Party (BS) official Alija Košuta, ordered a four-year lease of 40 vehicles for 720 euros through the Property Administration, with the application of a framework agreement, and the possibility of their subsequent purchase.
This institution already has 115 vehicles in its possession.
At the tender, where there was no competition, the only offer worth 715.200 euros was made by the Autočačak company from Podgorica, which offered 30 "Skoda" models "Rapid" and 10 jeeps "Karoq". The only bidder gave the price of monthly lease of 40 vehicles in the amount of 14.900 euros, and at the annual level 178.800 euros. On an annual level, the officers of the Administration estimated this procurement of services at 180.000 euros.
The tender was announced by the Property Administration on March 18, and the decision on the selection of the most favorable bidder - the company Autočačak from Podgorica, was made on May 9 this year. The lease agreement, as confirmed to "Vijesta" by the Director of the Property Administration, Blažo Saranović, has not yet been signed.
A four-year lease of "Skoda" vehicles, according to available market prices, is more expensive than if the same vehicles were purchased immediately.
The director of Košuta, to whom "Vijesti" sent a question on Wednesday afternoon, did not receive an answer to the question of why the Property Administration is procuring vehicles for them, even though they did not foresee such procurement in this year's plan, nor whether it is possible to purchase these vehicles on leasing?
It was not even possible to get an explanation of how much money the Directorate for Inspection Affairs spends annually to maintain the existing vehicle fleet, which is not so small but has 115 vehicles.
The public procurement officers of the Property Administration, Nela Lekić and Seka Dujović (president of the Commission on this tender), explained to the "News" that the Regulation on unification of public procurement of goods and services defines that unification is carried out by the administrative body responsible for the management of state assets.
"Article 3 of the Regulation defines that unified public procurement is also carried out for the procurement of goods and means of transport. In this regard, and in accordance with the Regulation, at the beginning of the budget year, the Ministry of Finance transferred the funds of the Administration for Inspection Affairs to the Property Administration for the purposes of conducting public procurement of equipment, which included the procurement of means of transport, and on the basis of which the Property Administration included the procurement in your Procurement Plan for the current year…
In this particular case, the Administration for Inspection Affairs submitted the estimated value of the purchase and the technical specification, along with which it gave instructions that it is necessary to purchase the vehicle through a lease for a period of 48 months," the Property Administration stated.

In the request, the Directorate for Inspection Affairs, as they further add, asked "that the total value of the offer should include vehicle registration, comprehensive insurance against all risks (except in the case that the damage was caused intentionally, under the influence of alcohol, drugs, etc.) all services, replacement of tires at 40.000 km, and other costs arising from the conclusion of the contract".
"A decision was made on the selection of the most favorable offer, and after the expiration of the statutory deadline for appeal, if no appeal is filed, a contract will be concluded with the bidder Autočačak. Vehicle lease payments are made from the funds of the Administration for Inspection Affairs, which were transferred to the positions of the Property Administration at the beginning of the budget year.
After the end of the lease, the vehicles will be returned to the company with which the contract was concluded", added Lekić and Dujović.
When asked by "Vijesti" whether the Property Administration was suggested by the Inspection Administration how to design the tender documentation for this tender, the four-year lease model or other specifications, the answer was that "from the request it can be clearly seen that the idea was to in one procedure it includes the purchase of a vehicle, insurance of movable property, technical inspection, purchase of spare parts, oil and lubricants, tires and purchase of vehicle maintenance services".
They complained that inspectors are less mobile due to older vehicles
In the report on the operations of the Directorate for Inspection Affairs for 2018, which was published on the institution's website only at the beginning of April 2019, i.e. after this public procurement was already announced, it is indicated that there is a problem with the vehicle fleet.
"In the reporting year, the problem of the vehicle fleet was additionally complicated, given that it was not renewed, and that the condition of the vehicles deteriorated over time. Namely, the Administration has 115 vehicles with an average age of 12 years (12 vehicles up to four years old, 50 vehicles aged six to 10 years, 51 vehicles aged 11 to 20 years, 1 vehicle over 20 years old). This age structure of the fleet requires a high amount of maintenance costs. "The insufficient number of official vehicles and the high degree of depreciation of the existing ones, along with the insufficient amount of funds for fuel, prevents greater mobility of inspectors in the field," the report states.
BS officials and directors love "damages"
It is interesting that other officials and directors from the Bosniak Party in recent months have been purchasing "Skoda" vehicles. Alija Košuta did not reply to "Vijesti" whether it was a coincidence or maybe they have a recommendation from the top of the Bosniak Party to buy the same vehicles?
In mid-March of this year, "Vijesti" announced that the director of Montecargo, Muradif Grbović, an official of BS, also bought a new Škoda Superb model, after the Board of Directors of that company gave him permission to buy a new vehicle in the amount of up to 30.000 euros. . The Minister of Transport and Maritime Affairs, Osman Nurković, also a BS official, bought 11 new Škoda official vehicles for about 170.000 euros a few months ago through the Property Administration. Nine vehicles are "Skode Rapid Active", while two are more luxurious (limousines) from the "Superb Style" and "Superb Ambition" series.
