The number of students with the "Luča" diploma is not in agreement with the results obtained by Montenegrin students in the PISA tests, which calls into question their credibility, the Center for Civic Education (CGO) said.
"As a reminder, during the PISA testing in 2015, Montenegro ranked 59th out of 70 in science, 53rd out of 70 in reading, and 52nd out of 70 in mathematics. Montenegro is among the worst categorized countries, below 450 points. Namely, the middle category is between 450 and 500, and the best are over 500 points", stated the CGO.
As they pointed out, "the inflation of honors is a long-standing problem of the education system in Montenegro, and it is a consequence of the fact that the race for grades and the pressure of parents on the teaching staff suppressed the adequate evaluation of students, which should be based on knowledge".
"On average, in the last five school years, in elementary schools in Podgorica and Tuzi, more than 15 percent of students were torchbearers, or 1.844, and there are often classes where they are the majority."
As they explained, the situation is similar in secondary schools in Podgorica and Tuzi and vocational secondary schools.
"In other words, it is 10.93 percent of those who enrolled in the fourth grade in all schools, with a note that the highest number of archers are in gymnasiums."
The CGE appealed to the authorities in the education system to carefully analyze the imbalance between the number of "Luča" and the relevant methods of testing students' knowledge, and among them, the PISA test is certainly one of the most important.
"We won't gain anything as a society if we sweep problems under the carpet or hide them with 'Lights,'" the organization said.

They state that it is better for the child to receive the grade he deserves, and not according to protection, because that way he will know where he belongs in society and better prepare for real life.
According to the data of the CGE in the last five years, the average number of students with "Luča" in elementary schools in Podgorica and Tuzi, in relation to the number of students enrolled in the ninth grade, was above 15 percent, that is, 1.447 elementary school students earned this recognition.
That's how it is in the 2018/2019 school year. out of 2289 ninth grade students, 334 of them received the "Luča" diploma, i.e. 14,60 percent, in 2017/18. out of 2.419 students, 371 or 15,34 percent received recognition.
In the school year 2016/17. out of 2459 students of the ninth grade, 381 received "Luča", which is 15,50, while in 2014/15. that average was 15,59 percent, that is, out of 2.316, 361 elementary school students received recognition.
According to the data, the number of students who earned the "Luča" in secondary schools in Podgorica and Tuza in the last five years is 1.159 graduates, out of a total of 10.593 students.
