The legal obligation for Montenegro to have 2017 percent of recycled waste material by 25 was set unrealistically, and the latest municipal projections show that by 2020, that percentage can be a maximum of 17 percent.
That, but also the fact that Montenegro, in view of the imminent opening of Chapter 27 - the environment, has not yet made a final decision on how to solve the waste problem, is the reason that the Law on Waste Management will be changed by the end of the year, but also State waste management plan.
Dragan Asanović, director of the Directorate for Waste Management and Communal Development in the Ministry of Sustainable Development and Tourism, confirmed to "Vijesta" that the regulations will be changed. She also stated that a complete solution to the problem of waste and wastewater will require a lot of money and time, so Montenegro will have to ask for an extension of the deadlines in the process of negotiations with the EU.
The European Commission requested, as "Vijesti" learned, additional clarification on the status of locations for temporary waste disposal, which almost every municipality has.
"The problem of landfills remains, and the focus of the EC's question is when we are going to close and rehabilitate them. They will be used until we finish the story with the opening of regional centers. As for small landfills, we have listed them and the obligation of the municipalities is not only to rehabilitate them, but also to prevent further dumping," said Asanović.
"The final solution will most likely lead to the formation of four regional centers, and the emphasis will be on prevention, recycling and reuse of waste, which is one of the requirements of the EU," said Asanović. He clarified that the regional centers of Bar, Nikšić, Bijelo Polje and Podgorica, while a decision will be made for Herceg Novi later.
