The directors of certain health institutions are not fully committed to the policies of the Ministry of Health and reforms whose goal is a satisfied patient.
Health Minister Kenan Hrapović assessed this for "Vijesti". He replied that health policies and reforms require the full commitment of all employees, especially managers and directors.
"The contributions of individual managers to such strategic decisions are also different. The relationship that some directors show in this regard, indicate that some of them are not fully committed. It can always be more and better".
Hrapović said that an analysis of the results of the work is underway, which will soon be completed for all directors individually, and which will show who among them is ready to continue implementing the reforms of the Ministry of Health that require new skills and knowledge in the management of health institutions.
Ten days ago, the Ministry presented a new platform for electronic scheduling of examinations in hospitals and the Clinical Center, which should enable plenty of available appointments with specialist doctors for the coming year.
The novelty is that doctors in general hospitals and the Clinical Center schedule control examinations, as well as give instructions for all types of tests in the branch they deal with. According to the reformed model, selected doctors in the health centers issue instructions for the MRI consultation, and the specialists of the Center for Radiological Diagnostics in the Clinical Center then schedule patients according to the degree of urgency. In the event that there is no appointment for a specialist examination at the nearest hospital within 30 days, a menu opens that allows selected doctors to refer patients to a hospital where the examination can be performed earlier. Interventional, emergency clinics have also been introduced for some groups of patients.
The Deputy Minister of Health, Vesna Miranović, said that the new platform was created after an analysis that showed that in the previous period, the wait for a specialist examination, especially in some areas, was too long. She said that there were obscure appointments, which were arranged in direct contact with specialists. She also said that the directors of health institutions signed a document on the number of examinations that should be carried out on an annual basis, thus committing themselves to perform their work responsibly.
Miranović also told "Vijesta" that in that department, from September, she will devote herself to the reform of health centers. She assessed that it is absolutely unnatural that the waiting time for service in the Clinical Center and general hospitals is shorter than in health centers. She said that it is unacceptable to wait several months for an ultrasound examination in health centers.
"We will see who is scheduled and what is being done. We have already made a cross-section of the situation, confronted the managers with it and gave them the opportunity to solve the problem themselves. Obviously that didn't happen. Where this does not happen, we will take responsibility, and managers will certainly receive negative ratings in that case. It's up to the minister to value it the way it should," Miranović answered earlier to "Vijesta".
Čabarkapa also resigned
The director of the special hospital for psychiatric diseases in Dobrota, Dragan Čabarkapa, resigned from that position. Ernes Gadžo, the director of the Pljeval hospital, did this recently for personal and health reasons. "In the last two months, two directors made the decision to step down from their leadership positions. I cannot say that they did not implement the reforms that we are implementing in a satisfactory manner, because several factors influenced their decision".
The mandates of most directors of health institutions expire in the following years.
