Citizens who want to buy an apartment through the Government project "1000 plus" and thus solve the housing issue practically according to market conditions must not have even the most basic roof over their head in their property, while the state does not hesitate to honor officials with apartments and favorable loans who already own hundreds square meters of living space and earn up to ten average wages.
At the same time, those interested in the Government project cannot buy an apartment even if they, or members of their families, have owned more than a third of a residential building with a total area of 99 square meters in the last three years.
This practice did not apply to the majority of the 96 officials who received an apartment or a favorable housing loan from the Government in 2016.
For example, the Consul General of Montenegro in New York, Željko Stamatović, received a favorable loan of 40.000 euros from the Government, although he owns 33 percent of the inherited one- and three-room houses, 100 percent of the family residential building, while his wife owns a three-room apartment.
His monthly income is ten times higher than the salary of an average citizen - as consul general last year he earned 4.854 euros.
By comparing data from official records, "Vijesti" previously announced that the price for an apartment for officials is seven times lower than for citizens. The state covers up to 80 percent of the loan or apartment for officials, and citizens who enter the government project buy an apartment according to market conditions, with only slightly lower interest. A loan of 40.000 euros to solve the housing issue, officials repay in monthly installments of 40 euros.
According to an earlier calculation, for loans worth 20.000 to 40.000 euros, the monthly installment for officials is from 30,3 to 97,22 euros, depending on how much the government has honored and the repayment period.
A citizen who bought a one-room apartment two years ago through the "1000 plus" project will pay off a loan of 18 euros with monthly installments of 45.000 euros for the next 293 years. And while married couples who want to buy an apartment through the Government project are not allowed to own a residential space or a third of the building with an area of 33 square meters, privileged families who earn 45.000 euros a year repeatedly "solve" the housing issue. The head of the Prime Minister's Cabinet, Dragoljub Bulatović, received a housing loan of 20.000 euros from the Government, and less than a year later, his wife, Tatjana Bulatović, secretary in the Ministry of Sports, received 35.000. Their monthly installments amount to 35 euros each, and in the Civil Movement URA claim that they used the favorable loans to buy a plot of land in Kolašin and build a smaller building. Before getting the loan, they had a house of 128 square meters and an apartment of 42 square meters. The married couple Bulatović earned a total of 45.696 euros last year.
By granting a favorable housing loan, the government also helped the Simović couple. The Director General of the Ministry of Labor and Social Welfare, Ljiljana Simović, received a 40.000 euro favorable housing loan from the Government, even though she has an 85-square-meter cottage, and her husband, the Vice-President of the Government, Milutin Simović, has a 150-square-meter three-room apartment. Simović also owned a house of 214 square meters, but, as "Dan" was previously informed by the Government, she transferred it to their daughter in a gift contract. They earned a total of 46.184 euros for the year.
Prime Minister Duško Marković fulfilled his promise ten days ago, publishing a list of officials who received an apartment or a favorable housing loan since the beginning of his mandate in 2016. However, the individual conditions under which the winnings are returned and the criteria by which the winners were chosen have not been published.
The list also includes officials who previously received assistance or already have apartments, and have a salary of around 1.000 euros or several thousand euros each.
Among them are the President of the Supreme Court Vesna Medenica, the Secretary General of the Government Nataša Pešić, the Minister of Transport Osman Nurković, the head of the military intelligence department in the Ministry of Defense Miljan Perović.
The analysis of the list of winners of apartments or favorable loans and their property records showed that almost a quarter of officials did not report it to the Agency for the Prevention of Corruption (ASK). Neither did the director of ASK Sreten Radonjić, who received a housing loan of 40.000 euros from the Government at the end of December last year. Last week, Radonjić said that he did not realize the mentioned loan funds (through adaptation, purchase and the like), so "therefore it could not even be recorded as a change in the property record for 2018". The Agency said that it will investigate suspected violations of the Law. Some political parties and part of the non-governmental sector asked the Government to publish all the data on the conditions under which the officials received apartments and loans, as well as the list of those who in the previous term, from 2014, exercised that right.
Education and health received as much for apartments as 83 officials for loans
The government annually allocates one million euros to solve the housing issue for a total of 26.000 employees in education and health.
On the other hand, not counting the value of the allocated apartments, the Government allocated more than 83 million euros for affordable housing loans for only 2,5 officials in three years. The Government paid 1.200.000 euros in the previous two years to solve the issue of housing for employees in education. That amount was achieved by the unions after negotiations with the Government, because previously 450.000 euros were paid per year.
Minister of Education Damir Šehović received an 89-square-meter apartment from the state.
For housing needs of employees in the health care system, the executive power has committed to pay 2018 euros annually in the period from 2020 to 400.000.
