During his visit to Nikšić, the Deputy Prime Minister and Minister of Agriculture and Rural Development, Milutin Simović, said that the competent authorities of Albania did not respond in a timely and reasoned manner to the demands of Montenegro regarding the possible cross-border impact of the construction of small hydropower plants on Cijevna.
"We believe that this answer was untimely and not adequate and that there are not enough arguments in it to convince us that the construction of those small hydroelectric plants could not have a negative impact on what is hydrology, which is of interest and needs of Montenegro. We have certain assumptions that this could have a negative impact on the water balance in the replenishment of water in the Zeta river, the water from which the Plantations, numerous agricultural producers in that area are supplied, as well as other water sources which, according to our experts, also have direct connection with that watercourse," said Simović.
As he pointed out, he will continue the dialogue with the competent institutions from Albania, but also use all international mechanisms to protect the national interests of Montenegro, reminding that both Montenegro and Albania are signatories to international declarations that are equally binding for both countries, such as the Helsinki and ESPOO Conventions.
"Both Montenegro and Albania, as candidates for membership in the European Union, must be consistent and responsible in respecting the framework European directive. We continue the dialogue, but at the same time we will address all those competent institutions with the desire, need and determination to protect the national interests of Montenegro ", said the Deputy Prime Minister, noting that in the previous period they had intensive communication with the competent institutions in Albania and that they will continue to do so, believing that dialogue is the best way to resolve all misunderstandings and problems.
