Ulcinj: Severance payments less interesting when owed

A total of 34 employees in the Municipality of Ulcinj and the institutions of which it is the founder have applied so far for mutual termination of employment with the payment of severance pay in accordance with the Government's decision from July this year.

Vodovodo has the most reported termination of employment, 11 of them, followed by Čistoća with ten, the Municipality with nine, the Agency for Design and Construction of Ulcinj with three and the Company for Breeding and Protection of Game with one employee. There were no interested parties in the Cultural Center and Radio-Television Ulcinj.

"The severance pay is small, and the workers are hesitant because of the debts owed to the Municipality in the name of salaries and contributions", said the director of the Culture Center, Musa Hodža, to "Vijesta".

The employees of the Center are five salaries short, while their contributions have not been paid for ten years.

In July, the Minister of Public Administration, Suzana Pribilović, sent a proposal for a public invitation to all authorities and institutions at the central and local level for the mutual termination of the employment relationship with the payment of severance pay to the employee. According to the Government's website, the invitation was sent in accordance with the Law on Salaries of Employees in the Public Sector, the Decision on Severance Pay in the Case of Consensual Termination of Employment in the Public Sector, and the Government's Conclusion of July 11, 2019.

"Employees who have at least six years of service and who, by August 30, 2019, submit to the head of their authority a request for mutual termination of employment with payment of severance pay can apply for the public call. In accordance with the decision on severance pay, an employee can exercise the right to severance pay in the amount of up to 50 percent of the monthly gross salary for each year of service, with the fact that the amount of severance pay cannot exceed 15% of the employee's gross salary," the Government decision reads.

Director of Waterworks, Fuad Hadžibeti, said that he will forward requests for severance pay to the Government.

"We don't have money for severance pay now," said Hadžibeti.

At the Game Breeding Company, workers are owed 19 wages, at Radio-television 14, and the same is true at the Design and Construction Agency.

The Government's decision states that an employee who meets the requirements for retirement and has up to two years left before reaching the age of 67 can exercise the right to severance pay in the amount of up to six gross earnings. Also, the amount of gross earnings is determined as the average amount of the last three gross earnings that belonged to the employee before the payment of severance pay. The application deadline is September 30.

Municipality in blockade, K1 has so far "taken" 1,3 million euros

The Government's invitation came at an inconvenient moment for the Municipality of Ulcinj, which has been blocked for almost two months due to a debt of six million.

"I hope that the Government will find a way to help unblock the account", said the President of the Municipality Ljoro Nrekić to "Vijesta". He added that so far nearly 1,3 million euros have been withdrawn from giro accounts.

The account was blocked due to the payment of six million euros to the company "Rekreaturs", which is part of Duško Knežević's "Atlas Group". The people of Budva legally won the decades-long dispute, although the Municipality claims that they are not to blame for the demolition of the K1 settlement on Velika plaža, which was intended for the vacation of workers from Kosovo. The settlement was demolished in the 1s, and former MP Muhamet Nika once submitted to "Vijesta" documentation from the XNUMXs, which was marked "strictly confidential", from which it can be seen that the problem with the KXNUMX settlement was discussed even at the presidency of SFRY. Nika persistently claimed that the settlement was demolished by order of the Central Committee of the Union of Communists "for purely political reasons, fear of changing the national structure and the illegal work of irredentists from Kosovo."
