Before she received a 40.000 euro housing loan from the Government at the beginning of the year under favorable conditions, Ljiljana Simović, assistant to the Minister of Labor and Social Welfare, transferred a house of over 200 square meters to her minor daughter, and her husband Milutin Simović became the owner of an apartment of 150 square meters last year. it is concluded from the property records that they submitted to the Agency for the Prevention of Corruption.
Although he lives with his parents, the house that was registered at HS is not mentioned in the regular annual property register for last year. This is possible on the basis of Article 27 of the Law on the Prevention of Corruption, which stipulates that data concerning children up to the age of 16 shall not be published in property records.
At the behest of Prime Minister Duško Marković, the Government Commission for Housing Issues disclosed on August 10 the list of about a hundred people who received apartments or housing loans under favorable conditions during his mandate.
In mid-February, Simović received a 40.000 euro housing loan.
At that time, the Simovićs had three properties - the Deputy Prime Minister and Minister of Agriculture and Rural Development owned a 150-square-meter apartment, the Assistant Minister of Labor and Social Welfare had an 85-square-meter cottage in Žabljak, and their daughter had a 214-square-meter house in Podgorica.
The apartment is mentioned for the first time in the last regular annual property register.
When asked by "Vijesti" whether he ever got an apartment or a housing loan under favorable conditions, Simović said: "I never got an apartment."
"I bought the apartment with a bank mortgage loan, with the participation of the loan that my wife received after 20 years of work in the public administration, which we reported in our regular property records, in which it is indicated that the registration of that immovable property is in the process. You can gain immediate insight into this at the competent Agency for the Prevention of Corruption," said Simović.
He added that the Agency was "informed in a timely manner about the implementation of the aforementioned loans".
When it comes to the house transferred to his daughter, Simović points out that everything was duly reported to the Agency.
"My income and property that I acquired with family, personal and credit funds during 33 years of work in state institutions, in accordance with the regulations, I recorded in the prescribed reports".
However, he did not specifically answer whether, during the purchase of the 150 square meter apartment, he submitted to the Agency a special property certificate, which is submitted in case of an increase in property for a value of more than 5.000 euros.
According to Article 23 of the Law on the Prevention of Corruption, a public official is obliged to submit an extraordinary property certificate to the Agency within 30 days from the day of the increase of assets worth more than 5.000 euros.
Regular annual property records of Simović are available in the Agency's registry, but not extraordinary ones.
According to the property record, since November 2017, Simović has been paying off the 120.000 euro mortgage loan that he used to buy the apartment. The monthly installment for the loan amounts to less than 855 euros.
Since 2013 and 2015, he has been paying off two consumer loans of 3.500 euros each, in installments of 58,33 euros.
It is not known how much the loan installments are paid back by the husband, obtained under favorable conditions.
The Simovićs did not answer whether they intend to ask for help from the Government Commission for Housing again in the near future. They did not answer whether they think that the loan under favorable conditions was easier for another public official or civil servant, given that they were already insured with housing and have high incomes.
The monthly income of the spouses amounted to almost 3.500 euros last year.
The basic salary of the Deputy Prime Minister and Minister of Agriculture and Rural Development was 1.742 euros last year, and every month he received another 535 euros as the deputy president of the Government Council for Privatization and Capital Projects.
The basic salary of Ljiljana Simović, director of the Directorate for European Integration, Programming and Implementation of EU Funds, was 1.071 euros last year.
She reported that in the last four months of last year, she earned 1.500 euros per month from rent.
While the vice president has no vehicles in his name, his wife has two - a "golf cross" from 2007 bought with the help of a loan and a depreciated "golf 1.9 e" from 1988.
Spouses have 79 shares in "Stakleniki" and 405 in Jugopetrol Kotor.
The Simovićs gave the Agency permission to inspect their bank accounts.

Although Simović reported that he was the owner of a 150-square-meter apartment, the Agency for the Prevention of Corruption said that he had no obligation to do so in the extraordinary record because he was not yet registered as such in the cadastre.
"In accordance with the Law on Prevention of Corruption, legally bound persons are obliged to report to the Agency the right of ownership of immovable property and the right of lease for a period of more than one year in the country and abroad. In accordance with the provisions of property law regulations, the right of ownership of immovable property based on a legal transaction of purchase is acquired by registration in the real estate cadastre. In this regard, the Agency for the Prevention of Corruption conducted an inspection of the real estate records maintained by the Real Estate Administration, and with that inspection determined that the procedure for registering the subject real estate in the cadastre has not yet been completed," the institution headed by Sreten Radonjić responded to the question "Vijesti" whether Simović registered the apartment in the card that deals with the increase of property worth over 5.000 euros.
