Officials in Pljevlja also received apartments and loans on terms that citizens could only dream of

Several officials and employees in the Municipality of Pljevlja got apartments and loans on terms that citizens can only dream about, even though they finance the work of the local administration.

Data provided to "Vijesti" from the Directorate for Property of the Municipality, following a request for free access to information, confirm that members of the DPS, as well as the opposition, received privileges, given that the government in Pljevlje was changing.

"Vijesti" requested data on apartments and housing loans that were distributed to municipal officials and other employees in the local administration from 1990 to the present day.

Almost all apartments were allocated in 2011, when Filip Vuković (DPS) was the head of the Municipality.

In that year, ten apartments in a building in the Varoš settlement were distributed, which the Municipality received from the Solidarno housing fund on the basis of the ceded land for the construction of a residential building with 25 apartments.

Local officials and part of the employees got the apartments at more than three times lower than the market price.

While it lowers the price of apartments for its officials and employees, through compensation with building investors based on the fee for communal equipment of the land, which is one of the budget revenues, the municipality charges other citizens compensation at market prices.

According to data submitted to "Vijesti", Avdo Ajanović (DPS) is the first official who resolved the housing issue on favorable terms in 2011. At the time he got the apartment, he was the vice president of the Municipality of Pljevlja.

Before becoming the vice-president of the Municipality, Ajanović worked as a professor at the Secondary Vocational School, and not long after he got an apartment from the Municipality, he left the local administration and got a job in the coal mine.

Ajanović bought a 76-square-meter apartment from the Municipality in a building in Varoš for 15.858 euros, or about 208 euros per square meter. He is repaying less than 16.000 euros in 150 installments, without interest. The amount of the monthly installment paid to the Municipality is 88 euros.

The favorable conditions under which the Municipality allocated apartments to officials and other employees in the local administration are shown by the example of one of the tenants in the same building, who paid for the apartment at market prices at the time.

He told "Vijesta" that he allocated 57 thousand euros for 38 square meters, or 666,6 euros per square meter. In order to have a roof over his head, he had to take out a loan and pay high interest rates, he told "Vijesta".

The employees of the Municipality were spared from this, as they were not charged interest on the amount they are repaying.

In addition to Ajanović, the then secretary of the Secretariat for Social Activities Dragan Paldrmić, former secretary of the Municipal Assembly Slavko Drašković (NOVA) and acting secretary of the Secretariat for Inspection Affairs Joko Đačić (DPS) received an apartment on favorable terms in 2011.

Paldrmic got an apartment of 77 square meters for 16.047 euros. The apartment is paid in 240 installments, ie 66,86 euros per month.

Drašković received an apartment of 77 square meters from the Municipality for 15.669 euros, 400 euros cheaper than Paldrmic, even though it is the same square footage. He is also paying off the apartment for 20 years, and the monthly installment is 65,28 euros.

Paldrmić still works in the Secretariat for Social Activities of the Municipality of Pljevlja, and Drašković in the Service of the Municipal Assembly.

Joki Đačić, who was sentenced to a six-month suspended prison term for vote-buying ahead of the local elections in 2014, got the smallest apartment of all officials from Pljevlja. She bought an apartment of 39 square meters at a price of 9.061 euros, with the fact that she pays off the amount over 20 years, that is, 37,75 euros per month.

A 76-square-meter apartment was also bought by civil engineer Dragan Šubarić in the same year for 15.480 euros under favorable conditions. It is planned that the apartment will be paid off in 20 years, that is, 64,5 euros per month.

An apartment of the same square footage in the same building was also given to his brother Blažo, who works as a public procurement officer of the Municipality of Pljevlja.

The selling price of his apartment was 15.291 euros, and the owner is paying it off in 240 installments of 63,71 euros per month. In 2011, employees of the local administration - Branko Stevanović, Slavko Marković, Žarko Jelovac and Milojka Pupović - received apartments from the Municipality.

Stevanović sold a 76-square-meter apartment for 15.669 euros, and Marković sold a 57-square-meter apartment for 12.837 euros. For the same square footage, Pupović needs to allocate 11.893 euros, that is, 49,55 euros will be deducted from her salary for 20 years.

In 40, Dragoje Gajević received a 2006-square-meter apartment from the Municipality of Pljevlja, in the building opposite the Gymnasium, for 4.107 euros.

Honored with loans

In addition to apartments, the Municipality distributed housing loans to officials and employees on favorable terms.

The first loan after 1990 was granted in 1999 to Budimir Tanjević (SNP) in the amount of 20.000 marks. The President of the Municipality in that period was Tanjević's party friend Radoman Gogić. Tanjević worked as the secretary of the Municipality, and as the chief administrator at the time when Miloje Pupović was the head of the local administration.

From that amount, Tanjević was supposed to return 2.500 marks to the Municipality over a period of 15 years. The ratio of the mark to the euro was two to one.

In 13, Radivoje Brajković, an employee of the local administration, received a favorable housing loan in the amount of 2004 thousand euros from the Municipality. From the allocated amount, Brajković was obliged to return 9.100 euros to the Municipality, with a repayment period of 10 years. The monthly installment to Brajković is 75,80 euros.

Radoje Radojević and Boško Bjeković each received ten thousand euros from the Municipality in 2004 and 2005. Radojević was obliged to return 2.750 euros, and Bjeković 4.000 euros. Both loans are repaid over ten years.

Milenka Čolović, an employee of the Municipality of Pljevlja, received a housing loan of fifteen thousand euros from the Municipality of Pljevlja. In 2006, the Municipality granted her a housing loan of 15.000 euros, with the fact that she had to pay back 3.750 euros of that amount - 31 euros per month.

One of the employees of the local government, Novak Ivanović, also received a housing loan on favorable terms. In 2004, the Municipality granted him a loan in the amount of 24 thousand euros, with the fact that he was obliged to return only six thousand euros in a period of ten years.
