Waste from the north will go to the Čelinska kosa

The government adopted the draft study of amendments to the local site study (LSL) of the regional sanitary landfill "Čelinska kosa", the construction of which would solve the problem of waste disposal of municipalities from the north of the country, and the construction of a facility for the harmless removal of animal by-products is also planned.

The location "Čelinska kosa" is located, as stated in the document, in the southwestern part of the municipality of Bijelo Polje, in the cadastral municipality of Majstorovina, on the very border with the municipality of Mojkovac. It is located about 15 kilometers from Bijelo Polje, of which 11 kilometers is the section of the highway Bijelo Polje - Mojkovac, while about four kilometers is the access road to the location itself. It is located about a kilometer south of the village of Lisičine and the same amount southwest of the village of Gornja Rakita.

"During the formation of the concept of the Plan, a precise border was formed in the area of ​​about 23 hectares", it is stated in the draft LSL.

The initiative for drafting amendments to the LSL from 2009 was submitted by the municipality of Bijelo Polje at the end of last year. The regional waste management center for the northern region is planned in accordance with the National Waste Management Plan.

"As the adopted planning document does not recognize the facility, and there is an obligation to build it, which will be financed through the MIDAS 2 project (the investment value of the project is five million euros). In the initiative, there is no information about the needs or any agreement or decision on the choice of location," the initiative says.

In addition to Bjelopolje, the municipality of Mojkovac proposed that the planning document foresee access to the landfill through the territory of that municipality. It was explained that the spatial and urban plan of the municipality of Mojkovac planned the construction of the local road Krstac-Bojna Njiva-Medeno Guvno-Rikalovine-Vragodo, which, due to the configuration of the terrain, a smaller part of the route is planned on the territory of the municipality of Bijelo Polje, west of Sjeverovac, and the distance of the planned from the planned landfill is about 1,5 kilometers.

Also, the Secretariat for Rural Development in Bijelo Polje stated that it does not have data regarding the amount of solid waste and the amount of by-products of animal origin.

"The Secretariat for Water Management does not have data regarding the possibility of water supply to the landfill location, the number of smaller watercourses and water sources, as well as data on their capacities. Note: for the issued energy permit for the MHE on the Čelinska Rijeka and that Rakitska Rijeka is located in the Cadastre of Small Watercourses for the construction of the MHE," the Draft reads.

On the territory of the municipality of Bijelo Polje there is a landfill - "Kumanica", which is 17 kilometers from the city center, on the left side of the main road to Serbia. The landfill is located on the hillside, in three cascades in the municipalities of Mojkovac, Kolašin, Berane sa Petnjica, Pljevlja, Rožaje, Plav, Gusinje, Žabljak, there are temporary landfills. In addition, a large number of illegal landfills were recorded for which remediation activities are being carried out. All these landfills will be closed after the construction and commissioning of the regional landfill.

0,86 kilograms is the value of daily waste production per average resident, estimated more than ten years ago for the then conditions of the population, economy and territory of Montenegro, and according to the report from 2013, a total amount of waste of 243.941 tons was generated in Montenegro. The degree of waste collection is the highest in the coastal municipalities, Podgorica, Kolašin, Šavnik, Nikšić and Pljevlje, while the least collection takes place in Plav, Rožaj, Andrijevica, Danilovgrad and Mojkovac.

Spatial Plan of Montenegro The concept of waste management in the Spatial Plan of Montenegro until 2020 defined eight inter-municipal landfills.

According to the Spatial Plan of Montenegro, an inter-municipal recycling center, a composting center, a landfill for household hazardous waste, construction waste, rubble and materials from excavations, as well as the disposal of sludge from fecal waste water, the disposal of unused vehicles and the disposal of animal waste are planned in Bijelo Polje. .
