The new local administration of Kotor "solved" the problem with tons of construction debris from the demolished "Fjord" hotel, by allowing it to be illegally transported and dumped on a municipal plot in the Industrial Zone, which does not meet any of the legally required prerequisites for use for that purpose.
The Democrats of Kotor informed the public about this yesterday, claiming that it is one of the biggest criminal cases committed by the current DPS-SD-HGI-LP government in that city, which is supported by SDP councilor Bruna Lončarević with her decisive vote in the parliament.
The current Kotor government has often criticized the previous one led by the Democrats, calling it incompetent because the former mayor Vladimir Jokic did not allow rubble from the demolished hotel to be taken from the place where the building was and deposited on private properties in Grblje, because the Municipality of Kotor did not have an approved and regulated location for the legal disposal of construction waste at that time. The leaders of Kotor's NOVA, as one of the constituents of the former local government, insisted on the relocation with compensation to private plots, which was one of the causes of its poor functioning and eventual collapse a few months ago.
The Kotor committee of the Democrats submitted video and photo evidence, as well as documentation that shows that the activities of the company "Omorika Montenegro" from Herceg Novi have been going on for about fifteen days, whose construction machinery and heavy trucks are loading rubble from the place where the hotel once stood and taking it away in the Industrial Zone of Kotor, on a plot owned by the Municipality, and on which that material is deposited without any official permission from the authorities.
"After he was illegally elected as the President of the Municipality, Željko Aprcović (DPS) set as one of his priorities the removal of rubble from the site of the hotel. On September 14, photos of machinery at the site of the hotel were posted on the website and on the official FB page of the Municipality of Kotor , with the notification that preparations for the disposal of non-hazardous construction waste had begun. Soon after, the trucks began to remove the construction waste. It is clear from the above that the work on the site and the removal of waste took place in coordination with the local administration and investors," he told "Vijesta" president of OO Demokrata and former mayor of Kotor Vladimir Jokić.
He pointed out that now about 8.000 cubic meters of rubble from "Fjord" is being dumped on the municipal plot of the Industrial Zone, which has thus been turned into a "disorganized landfill, which does not meet any legal requirements for waste disposal."
"Construction waste is illegally transported and deposited on municipal land, namely on plot 68/1, with an area of 118.608 square meters, on which the municipality of Kotor has 2018% right of use. In May 29, the same company tried to take construction waste to a private location on the territory of Grblje, when it was stopped by the competent services, and on May 5, 2018, it was fined 1.500 euros for another attempt to illegally take construction waste. Regardless of the fact that the image of construction waste at the Fjord locality tarnishes the image of the city, its removal and storage must be carried out in accordance with legal norms, so as not to endanger the environment. Even before the demolition of the hotel building, the investor had to have a plan on how to deposit the waste, especially knowing that at that moment there was no construction waste disposal site on the territory of the municipality of Kotor," said Jokić.
He reminded that on the municipal lot in the Industrial Zone, where the waste from "Fjord" is now being disposed of, at one time, by decision of the former DPS authorities in that city, a landfill of the Municipal Enterprise for construction waste functioned for a short time, but it was abolished after the municipality appealed to the municipality with a protest the KIPS company from Podgorica, which has a large distribution center nearby and whose surroundings were devastated in this way.
Jokić states that it is a question of enabling the investor "Fjord" to gain considerable financial benefit in an illegal way, because the DPS administration of Kotor spared him the large costs that he would have had to properly transport the waste and dispose of it at duly registered landfills in neighboring cities. .
"The estimate of the value of the works only on the preparation of the landfill for the reception of construction waste, which Kotor currently does not have, is around 200.000 euros, while the cost of the work of removing around 8.000 cubic meters of construction waste, at a distance of up to five kilometers, according to the prices charged by city companies in Podgorica, amounted to at least 110.000 euros. Taking the rubble to the Ledeniki location would cost an additional 30.000 euros," Jokić calculated.
Jokić said that the previous Kotor government last year, at a time when the city did not have a specific location for a temporary construction waste disposal site, initiated the procedure of determining it and preparing documentation for its legal use.
"On that occasion, we found locations in Ledenice and in the former quarry in Nalježići. Due to political reasons, SO Kotor failed to make these decisions at the time, so that the new parliamentary DPS majority would first pass the draft Decision on the landfill, send it to a public hearing and then on September 30 make a decision on the disposal of construction waste at Ledeniki. An integral part of this decision is the program task with UT conditions, on the basis of which the project documentation has yet to be completed, and Komunalno Kotor has been appointed as the manager of the landfill, as a company registered for waste disposal. This created the conditions to start work on the site and to arrange it as soon as possible so that it meets the legal requirements and starts working as a legal waste disposal site", said Jokić, and stated that due to the disposal of rubble in the Industrial Zone, The Democrats are asking for the reaction of the Environmental Inspection and other competent authorities.
Aprcović: It is temporary and will be removed and recycled
The mayor of Kotor, Željko Aprcović, confirmed to the "News" that the material from the demolished "Fjord" is being disposed of in the Industrial Zone with the consent of the local administration, but that it is a matter of "temporary disposal of rubble".
"We have reached an agreement with the investor that the material will be temporarily stored there, but it will not remain there because experts have assessed that it is a material that can be recycled and reused in the construction of a new facility on the site of the old "Fjord". All of this will be reused in the shortest possible time, because this material is suitable for buffering and the like", said Aprcović, without explaining on the basis of which document and permit the construction waste from "Fjord" is filling the municipal lot in the Industrial Zone.
