The Municipality of Pljevlja will initiate the procedure of land expropriation and settlement of property-legal relations, on the land of the future hot water route from the Thermal Power Plant to the center of the city, where the hot water pipe or the primary hot water pipe would be laid to feed the secondary network of the future district heating system in Pljevlja.
This is one of the conclusions of the meeting of the Coordination Body of the Government for the realization of the project of topification and reduction of air pollution in Pljevlja.
The routes of the primary water are defined by the valid planning documents and harmonized with the heat consumption. Funds for expropriation will be provided from the already approved budget for the construction of the heating plant of the Public Works Administration for this year.
In the information on the implementation of the heating project in Pljevlja, which was considered by the Government at the last session, it is stated that one hundred thousand euros are planned for the expropriation.
"The Municipality of Pljevlja and the Directorate of Public Works undertake to start, in coordinated activities, the selection of a contractor for the preparation of a study to assess the consumption that will be supplied from the thermal source of the Pljevlja Thermal Power Plant. The Municipality of Pljevlja and the Directorate of Public Works undertake to start the implementation of the project of the primary line of the district heating system in Pljevlja from the Pljevlja Thermal Power Plant to the city center with the construction of an exchange station in coordinated activities. The Ministry of Sustainable Development and Tourism undertakes to create an energy efficiency project for the exterior of buildings that are now heated from the existing heating plant in Skerlićeva Street. Project activities will be carried out in coordination with the Municipality of Pljevlja. In accordance with the recommendations of the energy efficiency project, they will begin to carry out works on buildings in terms of implementing energy efficiency measures for the exterior of buildings," the Information states.
The Municipality of Pljevlja, in coordination with the Directorate of Public Works, will organize the tender procedure and supervision, and the money for these purposes will be provided by the Directorate of Public Works from the funds allocated for the construction of the heating plant and the budget of the Municipality of Pljevlja.
The Information states that both heat sources, base and auxiliary, which will be built in the TPP area, will be active after the ecological reconstruction of the Pljevlja TPP, which is planned to be carried out in the period from 2019 to 2023.
"The municipality is in charge of forming an operational team for the implementation of the district heating and air pollution reduction project in Pljevlja. The Electric Power Company of Montenegro, as part of the ecological reconstruction of the Pljevlja Thermal Power Plant, has foreseen works on the construction of the base, peak and reserve heating source of the city, as well as the exchange substation in the area of the Pljevlja Thermal Power Plant with a capacity of up to 50 megawatts, which will significantly speed up the implementation of this project. "EPCG undertook to finance the construction of the heat pipe from the gate of the Pljevlja Thermal Power Plant to the final location in Pljevlja," the information states.
It is planned that the extraction of heat from the turbine for these needs will be provided already at the first regular shutdown of the power plant, that is, at the very beginning of the project implementation.
EPCG will allocate 2,5 million euros for the construction of the heat pipe from the border of the TE to the substation in the city, with the fact that this company is ready to invest even more money if it turns out that the works will cost more.
They are terminating the contract on the construction of the heating plant in Radosavac
Given that the local administration abandoned the construction of the city heating plant in the Radosavac settlement, the Public Works Administration will begin the procedure for terminating the contract for the construction of the heating plant with the company "TIM Kompany" from Pljevlja, worth 3,59 million euros.
The municipality of Pljevlja proposed that the funds provided in this year's budget for the heating of the city in the amount of 850.000 euros, be used for the procurement and distribution of pellets, the development of the project for the analysis of the thermal consumption of Pljevlja, the development of the project for the primary heat pipe from the gate of the Thermal Power Plant to the final location of the ADA Sports Center and the expropriation of the land.
The maximum amount of money, 490.000 euros, will be set aside for the implementation of energy efficiency measures on buildings that are heated from the boiler house in Skerlićeva. The Ministry of Economy, together with the Municipality of Pljevlja, is tasked with implementing this project within two years.
