The Secretariat for Urban Planning rejected the request of the Mayor of Budva, Marko Bata Carević, to issue him a use permit for his family building in the Rozino settlement.
Carević is one of almost 40 investors whose applications for the issuance of use permits for buildings that they have been building for the past ten years have been rejected by the department's secretariat, headed by Stevo Davidović (Democrat cadre), in the past two months.
According to the cadastral records of the Real Estate Administration, Tsarević is the owner of a five-story family building with a basement in Budva polje.
The first man of Budva has been successfully engaged in the construction business for more than a decade, and is the founder of the company "Carinvest".
The senior Tsarević left the management of the company to his son, when he sat down in the chair of the first man of Budva in January.
The family residential building, as stated in the property list, has a business space in the basement, and two smaller residential spaces on each of the floors.
Tsarević submitted the request to the Secretariat for Urban Planning in mid-August. As the first man of the town, Tsarević is subordinated to each of the secretariats, that is, all secretaries should submit reports to him on their performance and business results.
The fact that he is a superior did not influence the municipal officials to reject the request of Tsarević because he did not submit the necessary documentation.
"As the review of the request in question determined that the appointed person (Marko Carević) did not submit the necessary documentation for the issuance of a use permit, he was invited by the act of this Secretariat to complete the request within eight days and submit a valid construction permit, a statement from the contractor that the building was built in in accordance with the construction permit and the revised main project, the statement of the supervising engineer that the building was built in accordance with the construction permit, the statement of the leading designer, the elaboration of the original field data...", according to the decision made on October 21 by the Secretariat for Urban Planning.
It is pointed out that Tsarević did not submit the requested documentation within the prescribed period, and the request was rejected.
