The Chamber of Public Executors reacted to the findings of the non-governmental organization "Center for Monitoring and Research" (CEMI), which they stated in the report submitted to the Agency for the Prevention of Corruption and which were published in "Vijesti" on December 25, under the title "Hiding tens of thousands income?”

"The text states that CEMI stated that reports on income and assets were not submitted by three public executors, as well as that nine other colleagues did submit a report on assets, but did not report income from public enforcement activities. We point out that these statements are untrue, because we received information and proof from the public bailiff Vladimir Vujotić that he did fulfill his legal obligation within the stipulated time, which was confirmed to the Chamber and by the Agency. The same is the case with public bailiff Armin Camić. When it comes to the remaining nine colleagues, it is a fact that they submitted reports without stating their income from performing public enforcement activities, and they were instructed by the Chamber to submit supplementary reports to the Agency as soon as possible. The incomplete and incorrect information in the report submitted by CEMI is also indicated by the fact that, by the Decision of the Ministry of Justice, the public executor Ivana Jelušić took office on April 2, 4, and that she complied with her legal obligation and submitted an asset report to the Agency for the Prevention of Corruption on April 2019, 19, and that at the time of submitting the report, the appointed person had no income from performing executive duties activities. The legal obligation of public bailiffs is determined by the amended provisions of the Law on Public bailiffs and provisions of the current Law on Prevention of Corruption, which refers to the submission of reports on the income and assets of public bailiffs as public officials, and is accepted by all members of our association, and they are the same implemented within the legal deadline, ending at the end of April 4 (within 2019 days from the date of entry into force of the amendments to the ZJI). It is important to point out that it was not possible to submit complete income reports within that period, bearing in mind that it is based on the annual personal income tax return, which is prepared and submitted to the Tax Administration by the end of April for the previous year. Therefore, the public executors were obliged to submit the first report with the state of the property on the date of submission, without having previously determined their income for the previous year, and therefore they were not able to report on their income, while the rest did so within 2019 days. from the date of filing the tax return and determining the actual income. Therefore, as a professional association, we want to point out to the public that there was absolutely no intention to conceal our income, which is impossible considering our obligation to declare our income as individuals to the Tax Administration and accordingly pay taxes and contributions regularly. We also point out that in the final paragraph of the text, it is stated that certain public executors "reported in the property register that they earned almost 30 euros, while according to data from the Tax Administration, their turnover was more than 30 euros", from which it can be concluded that the author of the report does not distinguish between the income of the public bailiff and the total turnover of the public bailiffs' offices, which includes business and other expenses.
We also point out that the allegations that the members of the Chamber's organs and working bodies did not report income based on their membership are incorrect, because they, with the exception of the president, do not receive compensation on this basis, nor is there a decision on the amount of such compensation. Bearing in mind that the Chamber actively participated in the preparation of the report, it was to be expected that its authors would wait for the announced explanations and factual corrections that the president also announced at the presentation of the report on Monday, and possibly "alert" the public about the alleged irregularities," he says. is in the reaction of the Chamber, headed by Vidak Latković.
