"When I saw that they were beating these two guys for no reason, I got scared and started running in the direction of the roundabout out of fear," he told the police, adding that the attackers chased him, and that they were joined by ten other people who got out. from the vehicle they previously stopped on the road.

The council also considered the official note on the circumstances of that event, made by police officers DV, D.Š, MF and D. Lj.

In that police file, it is written that while visiting the area, they noticed that one person was lying on the asphalt surrounded by fans, who informed them that the citizen was injured and that some persons had attacked him.

"They legitimized him and established his identity. He told them that he was attacked by unknown persons for no reason and hit him on the head and body. At the scene, the police found LV, as an eyewitness to the event, who noticed that several people were hitting JV. Citizens are sent to the official premises of CB Podgorica in an official vehicle. The police officers noted that JV told them on the spot that he did not need medical attention," the official note reads.

According to the documentation submitted to the Council, an eyewitness - L. V, a high school student, told the police that he noticed a younger man being beaten by about 15 young men.

He registered that several stopped vehicles were marked with the national flag, but that he did not pay attention to which cars they were, his priority was to approach and help the young man.

"A patrol came by, and as soon as these guys saw the police, they ran into their vehicles and drove away in the direction of Donja Gorica," he told the police.

The President of the Council for Citizen Control of Police Work, Aleksandar Saša Zeković, contacted the family of the injured young man and indicated to his father the possibility of submitting any objections regarding the actions of the police.

Citizen JV was with the competent prosecutor today and added in relation to the previous statement that it is possible that the attackers got out of a gray vehicle.

He did not express any objections to the actions of the police at the prosecutor's office.

The Council assesses that the officers of CB Podgorica are acting legally in this particular case and that surveillance video was obtained from nearby facilities in order to identify the participants of this event.
