In accordance with the measures of the National Coordinating Body for Infectious Diseases, which prescribe bans on leaving the residential building, the Municipal Protection and Rescue Team will in the coming period, under special circumstances and with the necessary certificates, issue certificates to the citizens of Herceg Novi on leaving the residential building during the period of the ban, announced is from the Municipal Protection and Rescue Team.
Bans on leaving the residential building are in effect from Monday to Friday from 19 pm to 5 am the following day, as well as from Saturday from 13 pm to Monday 5 am.
The Municipal Protection and Rescue Team can only issue certificates for leaving the residential building during the period of validity of the ban in the following, specific circumstances:
- for the care of an elderly, vulnerable family member during curfew hours, under special conditions;
- in order to go to another city for a scheduled medical examination;
- with the aim of unhindered movement for the needs of the public interest, which includes performing tasks under the jurisdiction of the Communal Police and Inspection Service and the Protection and Rescue Service.

"It is important to note that the certificate for going out of the residential building for the purpose of performing regular work tasks is issued by the employer. We remind you that, in addition to the mentioned line, there is also an active line for citizens who need help from volunteers of the Red Cross and the Municipality. Anyone who needs assistance in order to procure food and medicine can be contacted by calling the phone number of the Red Cross Herceg Novi (031) 327 320, between 9 a.m. and 17 p.m.," the announcement states.
Strict control of compliance with the imposed measures
When it comes to the implementation of the stated measures, the head of the Herceg Novi Security Center, Goran Banićević, states that during the past two nights, five people violated the ban on leaving the residential building after 19 p.m.
"Citizens are obliged to strictly comply with all measures issued by the National Coordinating Body, because they are all given in order to prevent the spread of infectious diseases. Violating these measures contributes to the spread of an infectious disease, which is a criminal offence. We appeal to all citizens to comply with the measures and be socially responsible, so that there is no deprivation of liberty and prosecution of persons," said Banićević.
The Municipal Protection and Rescue Team announced that 408 people are currently in quarantine in Herceg Novi.
"The situation is regular, and in the period until April 05th, it is expected that 95% of passengers will leave these two facilities, the first phase of the Institute and the Hotel "Lighthouse". A decision on home self-isolation for 14 days will be issued for all of them. The number of infected it has not increased in recent days, i.e. it has remained at four," the announcement states.
They add that the latest measures, adopted by the National Coordination Team for Infectious Diseases at the session held on March 30, read:
1) citizens are prohibited from leaving the building, Monday through Friday from 19:5 p.m. to 13:5 a.m. the following day, and on Saturdays from 60:XNUMX p.m. to XNUMX:XNUMX a.m. on Monday. Exceptionally, during the duration of this ban, persons who take pets out can stay on public grounds for a maximum of XNUMX minutes.
This ban does not apply to persons who perform regular work tasks and provide services of public interest, and are an irreplaceable condition of life and work of citizens (health, inspection bodies, police, army, fire services, communal services, media - including persons visiting media broadcasts, agricultural activities on farms, etc.), which is proven by a certificate issued by the employer;
2) prohibition of children under the age of 5 to stay in an open public space, between 19 a.m. and 12 p.m., without the presence of one parent, guardian, adoptive parent, foster carer or other adult member of the family household, with the obligation to observe the prescribed measure of distance from other persons at least two meters;
3) prohibition of sports and recreational activities on all public areas;
4) prohibition of gathering in housing facilities for persons who are not members of a joint family household.
