"It must be our inviolable obligation. If we all fail in this together, we have failed the test of solidarity and responsibility, because this is not and must not be a time in which we will see who is from which party and in which we will divide, but all together, in the Cetinje way, work for the existence of everyone our fellow citizens and the survival of the local economy", said Đurašković.

Đurašković also proposed a number of other measures.

"In that direction, we consider it necessary to define the following support measures:

1. Urgent adoption of the Decision on support to the local economy by awarding grants, which will place a special emphasis on business entities whose operations have been stopped or hampered during the period of the epidemic. The decision was mostly prepared by the working group in which I myself participated, and it can be submitted to the local parliament for approval as soon as possible;

2. Assistance of at least EUR 200,00 to the most socially vulnerable citizens of Prijestonica, covering the complete costs of electricity, water and internet for the months of the epidemic, as well as rent costs for those who have a suitable lease agreement for housing;

3. Assistance of at least 200,00 euros to all persons who are on the records of the Employment Office-Cetinje branch for the entire duration of the epidemic, covering the complete costs of electricity, water and internet for the months of the epidemic, as well as rent costs for those who have the appropriate housing rental agreement;

4. Assistance of at least EUR 200,00 to all pensioners whose pension is lower than EUR 150,00, for the entire duration of the epidemic, covering the complete costs of electricity, water and internet for the months of the epidemic, as well as rent costs for those who have a suitable contract on the lease of housing;

5. Covering the complete costs of salaries and contributions for entrepreneurs and companies whose facilities are closed or their operations are hampered, except for the consumer goods retail sector;

6. Subsidy from the Capital of Cetinje for water and sewage costs, for entrepreneurs and companies that, due to the current epidemiological situation, do not perform economic activity for a period of 6 months;

7. Subsidy of the Capital City of Cetinje for all services of DOO Komunalno-Cetinje for entrepreneurs and companies that, due to the current epidemiological situation, do not perform economic activity for a period of 6 months, as well as fees for the city market for registered agricultural producers;

8. All natural and legal persons, users of public areas, are exempted from paying local utility taxes for the entire year 2020;

9. All legal entities liable to pay the fee for the use of access roads are exempted from paying the fee for 2020;

10. Subsidy of the Capital City of Cetinje for the costs of leasing work space for entrepreneurs and companies whose facilities are closed for the duration of the epidemic;

11. Postponement of real estate tax payment for all individuals and legal entities, so that the first installment is due on September 30.09.2020, 01.12.2020. year, and the second on XNUMX. year, while considering the possibility that the Capital subsidizes the costs of real estate taxes for businessmen whose business activities were suspended during the period of the epidemic;

12. Postponement of the payment of the personal income tax surcharge for all individuals and legal entities for a period of 6 months;

13. Suspension of forced collection by the Capital of Cetinje and its companies for all individuals and legal entities for a period of at least 6 months."

According to Đurašković, funds for the implementation of the measures should be provided by urgent redirection from the capital budget defined by the Capital Development Program for 2020, the implementation of which will certainly not be at the required level.
