Velibor Vukićević from Bjelo Polje lives with his family in one town, and his property is in Bjelo Polje. Vukićević further describes how he sought answers to his dilemmas from one person to another.

"On the recommendation of 'Malin Polimlja', he turned to the Municipality of Danilovgrad, where the porter explained to me that there was no one there who could tell me anything about it, and if there was - that it only applies on a daily basis. From there I was sent to the agricultural service. They asked me if I was registered, and when I said that I was not and that I was a member of the association of raspberry growers, they explained that I could not get any certificate, after which they referred me to the Danilovgrad Security Center", he says.

Furthermore, he says, they told him to stop by CB an hour before the planned trip to register him, but also told him that he could not get any confirmation.

"Yes, if the police stop me, I tell them to call CB Danilovgrad. I can't risk traveling with my family that way. I have a wife and children and I cannot put them in such a situation, to travel without some kind of confirmation," said Vukićević to "Vijesta".

The Association of Raspberry Growers "Malina Polimlja" from Bijelo Polje sent an appeal to the Ministry of Agriculture and the local administration to solve the problem of those agricultural producers, because they believe that they should not be denied the right to cultivate their properties, as well as those who are registered.

"The time they set aside to go to their properties and return before the ban is not enough to do anything serious on Malinjak and in agriculture in general," said the president of that association, Andrija Delić.

He adds that there are many unregistered raspberry growers, and their properties, although geographically close to Bijelo Polje, belong to other municipalities. Farmers warn that, if the competent department and NKT do not urgently find a solution for them, their properties will remain uncultivated.

As a possible solution, they suggest that local communities issue them certificates of property ownership in the territory where the cultivated land is located.

"We are asking the competent institutions to normatively solve this group of agricultural producers because they are no different from us registered ones in terms of work and effort. We hope that this issue will be resolved as soon as possible, because the works and the vegetation cannot wait", they say.

Strawberry grower Goran Drobnjak said that farmers also have problems with the procurement of nutrients and chemicals and equipment for planting, for which they have to go to Podgorica.

"Even when there is delivery, we have to wait up to seven days for some of these funds. There is a weak offer in our agricultural pharmacies. Now there is the most work for farmers, and we have to go to Podgorica, and what about when intercity traffic is prohibited", said Drobnjak.

Nor is the solution - a solution

Producers who have registered their farms are also struggling. From the Ministry of Agriculture, they clarified that a special certificate is not issued for the movement of persons who have a registered agricultural holding, but that a decision on registration is sufficient. Movement, as explained by the department of Milutin Simović, who is also the president of NKT, is possible only for the person in whose name the farm is run and who is entered in the register, as well as the members of the farm whose names are also mentioned in the decision.

The problem in practice is that farms are often registered to older family members, who do not actually work on the farm and/or around the livestock.

Furthermore, solutions are often directed at only one person, which means that in the conditions while the measures against the spread of the new coronavirus last, only that person has the right to move freely.

"My father is registered as the holder of an agricultural holding and only his name is on the decision. He is 77 years old and does not work on the farm, because he is no longer able, I do. I carry the decision with me and the statement about the domestic union, which is certified by the Secretariat for the general administration of the city. They haven't stopped me yet, because I will definitely do everything until 19", said one of the interlocutors.

Another states that for the same reason - because all the property is still owned by the father, who is 83 years old, he uses a truck registered to the company for everything.

"Totally pointless," he says.

Others explain that, while traveling to the property, they carry the registration documents with them, but that they encounter police officers who are not familiar with the measures.

"I called 112 to explain the situation and for them to make an exception so that I could pass. This is an important period for all farmers and a lot is at risk if the works are not carried out on time", said one of the interlocutors.

While the authorities communicate who, when and how can go to their properties, those who have already experienced how things are in practice, suggest to the others that together with the registration decision, they issue certificates for all members of the household and that, when they go to the properties, just in case to encounter minor or uninformed police officers, they also carry a copy of the measures published on the website of the Ministry of Agriculture, i.e. in the Official Gazette 26/20 of March 30...

According to the order, in the field of agriculture, for unhindered movement, it is necessary, for employees of economic entities, to provide a certificate of exception to the ban, i.e. from the restriction of movement in the area affected by the epidemic of the infectious disease covid-19, and for agricultural producers, a decision on registration in the Register of Agricultural Farms , provided that the decision is issued by March 24, 2020.

The orders introduced dilemmas among those who are engaged in fishing, because the NKT order deals with commercial fishing, so a license should be provided for commercial fishermen (even one that has expired is valid).

The Director of the Institute, Boban Mugoša, previously clarified that fishing is allowed for one person in a small boat or two anglers in a larger one, in which it is possible to keep a distance, noting that it is important to respect the distance measure when entering and exiting the vessel.

Police confuse dog owners

According to the March 30 order, pet owners are also exempt from the curfew - provided that they do not stay in public areas for more than 60 minutes. This means that dog owners can take their pets out even when it is prohibited, i.e. on weekdays after 19:13 until 11:XNUMX am, or on Saturdays after XNUMX:XNUMX pm, and on Sundays after XNUMX:XNUMX am until XNUMX:XNUMX am the next day.

Associations for the protection of animals informed their members about this decision, with an appeal for owners to adhere to restrictions and recommendations, and with a note to reduce outings to those necessary, to adhere to other measures, such as physical distance...

In one of the citizens' complaints, it is written that they received a valid explanation from the municipal police - that the allowed 60 minutes is valid at any time during the curfew, and that the officers of the Police Directorate told them that the allowed hour is valid only on the weekend.

The Association "Ruka Šapi" informed the Ministry of Internal Affairs and NKT of all the complaints, stating that they are sure that these are isolated cases.

Now people stop even less, because there are usually two of them in a car, and those who are alone may be afraid of the coronavirus, so some days I barely make it to work, or I'm late," said thirty-four-year-old Boris from Danilovgrad.

He said that many of his friends who work in Podgorica are doing the same.

"What is unclear to us who are left without transportation is that every day we meet vans full of various companies, mainly construction companies, that transport their workers. It will not be that they are not exposed to risk, and that we are if we travel, for example, by one bus. I think that, at least for those who work, a bus should be provided, so let it go several times a day, when there are shifts," he said.
