Šaranović was born on October 14, 1929, in the village of Potkraj, near Danilovgrad, where he finished elementary school.

He interrupted his education during the war due to his active participation in the NOB, from 1943.

He finished secondary technical school - Electrical Engineering Department in Titograd.

He graduated from the Faculty of Electrical Engineering in Belgrade, Department of Energy, in 1956, where he received his doctorate in 1970.

After graduating from college, he worked until 1963 in the Union of Electrical Industry of Montenegro.

He was the head of the studies and construction service, and then the technical director of the Community.

He participated in various projects in the field of electric power in Montenegro and Yugoslavia.

In order to improve, he spent several months abroad. At the Technical Faculty in Titograd, he was elected assistant professor (1963), associate professor (1970) and full professor (1978) for the subject Basics of Electrical Engineering.

He was vice-dean on three occasions, and from 1971 to 1973, dean of the Technical Faculty. He served as vice-rector (1976–1980) and rector (1982–1986) of Veljko Vlahović University.

He was a regular member of the Engineering Academy of Yugoslavia since its foundation in 1998, as well as a member of the editorial boards of several scientific and professional journals.

The subject of his scientific interest was theoretical electromagnetics. His research in the field of electric power development, both in Montenegro and Yugoslavia, is particularly significant (Energy potentials of Montenegro and possibilities of use, Development of the basic 380 kV network of Yugoslavia and Strategy for the development of Yugoslavia's energy sector until 2050).

He was awarded the Order of Labor with a Golden Wreath (1969) and the Order of the Republic with a Silver Wreath (1978), and the winner of the Golden Plaque "Boris Kidrich" (1962) and the Plaque "Nikola Tesla" (1985).

Most important published works: On the essence of the physical theories of Faraday and Maxwell (1971); Electrostatics (1973); Electrokinetics (1973); Basics of electrical engineering II – Linear electrical circuits (1981); Basics of electrical engineering I – Electric and magnetic field (1982/1990/XNUMX, XNUMX); Selected papers (2003); Hydropower potentials of Montenegro(co-authorship) (2007); Water potentials of Montenegro (co-authorship) (2010).

He was elected an extraordinary member of the Montenegrin Academy of Sciences and Arts on March 1, 1985, and a full member on November 19, 1993.
