Residents of the Nikšić settlement Kličevo, who live near the asphalt base of the company "Mechanizacija i programat", say that every morning they first look at which wind is blowing, because depending on the wind, they know who will be bothered by the smell of tar and clouds of dust that day.
"It bothers us here when it's northeast and when there's no wind. Here's a picture of the car that I washed last night, today it's white with dust. When it's blowing south, it doesn't bother me. Then it's worse for the neighbors," said Mile Jović, who lives in near the asphalt base.
He believes that the situation would be different if the filters were changed.
"It's not always like this. Since autumn, the dust has been unbearable. We're not asking them to move from here, but just to take care, because I think those filters should be changed. We contacted them ten days ago and they said that they ordered filters and that they should to reach them," says Jović.
He points out that it should also be mentioned that the locals have a good cooperation with the company "Mechanization i programat", that most of them have a family member working there, and that they always come to meet them when they need mechanization.
His neighbor, Milena Jović, points out that dust and the smell of tar are especially bothersome to children and that they worry about them the most.
"You see what the condition is. This is how it is for us every day when they work. You can imagine what our lungs are like when the cars are this white. We all plant gardens and everything is white when it sprouts, especially the cabbage and cabbage, as if cement had fallen on them. Here there are a lot of children. It would be easy for us old people, but children are important to us. They are part of progress," said Milena.
Staniša Šljivančanin, head of production at the company "Mechanizacija i programat", said in a telephone conversation that the filters were ordered from Slovenia at the end of March, but that the delivery was delayed due to closed borders.
"What's smoking is because the material is wet because it was raining. It's not about dust, it's about evaporation. We change the filters every year and now we're going to replace them, they should arrive in the next 4-5 days," said Šljivančanin.
The asphalt base was first built in Župa, at the beginning of the seventies of the last century, and due to the protests of the locals, it was moved to the suburban settlement of Kličevo in 1976.
