Yesterday, the Government established the Proposal for Amendments to the Law on Spatial Planning and Construction of Buildings, which, among other things, will create legal conditions for re-application for legalization of illegal buildings that are on the ortho-photograph.
As announced after the Government session, the proposed provisions will improve the process of adopting planning documents in the period until the adoption of the general regulation plan of Montenegro, extend the deadline for its preparation and ensure adoption by regions, for areas of national parks and areas under UNESCO protection.
Exceptions have also been defined for buildings for which the chief state architect, that is, the chief city architect, does not give consent to conceptual solutions, as well as redefined objects for which the chief city architect gives consent.
"It was pointed out that the process of legalization of illegal buildings will be improved and legal conditions will be created for re-application for the legalization of illegal buildings that are on the ortho-photograph," says the announcement.
The government also approved the Proposal for Amendments to the Law on Financing Water Management, which stipulates that the fee for the use of water is also paid for its use in extremely favorable natural conditions, using hydroaccumulations.
"And it is calculated, except for the volume of the hydroaccumulation or its part determined by the technical documentation, and according to the "useful" surface of occasionally flooded land, and that according to the difference in the surface of the water mirror of the accumulation at the maximum and biologically minimum volume of the accumulation determined by the technical documentation," the statement added .
The Government has decided that the decision to open the Virpazar border crossing for international lake passenger traffic will cease to be valid, given that in 2018 the Agreement between the Government of Montenegro and the Council of Ministers of Albania on the opening of the joint border crossing Ckla - Zogaj for international passenger traffic was concluded in XNUMX. lake passenger traffic.
At the proposal of Prime Minister Duško Marković, the Government formed the Coordination Body for Seafarers whose task, as announced, is to propose solutions to issues related, among other things, to the measures that will be taken in relation to seafarers upon their return to the territory of Montenegro while the pandemic of the new corona virus continues.
The President of the Coordinating Body is the Deputy Prime Minister Milutin Simović, and the members are representatives of competent state bodies as well as the Union of Seafarers, the Association of Sea Captains and the Association of Agencies dealing with mediation in the employment of seafarers in Montenegro.
