Fee for the use of municipal and uncategorized roads on the basis of which the Secretariat for Finance of the Municipality of Bar obliges all businessmen to submit an application for the calculation of the annual fee, i.e. to submit complete data related to all business units for the period of 2017, 2018, 2019 and 2020, represents another blow to the pockets of businessmen in the territory of Bar, warns the candidate for deputy of the "Black on White" coalition from this town, Željko Kosović.
"At a time when the entire Montenegrin economy is facing huge financial challenges and the now certain failure of this tourist season, when all businessmen barely manage to meet their current obligations, and those who work only seasonally can barely feed their families, the local self-government of Bar has decided that businessmen on the territory of Bar to be burdened with additional levies", announced Kosović.
As he explains, it is about the fee for the use of municipal and uncategorized roads, which was adopted by the Municipality of Bar at the session on November 22, 2016 and which was published in the Official Gazette of Montenegro.
Based on it, the Secretariat for Finance of the Municipality of Bar obliges all businessmen in the territory of the municipality to submit an application for the calculation of the annual fee, i.e. to submit complete data related to all business units in the territory of the municipality for the period 2017, 2018, 2019 and 2020 and 2020. years.
"We are all aware that the crisis caused by the Covid-19 virus will also affect the employees of the Municipality of Bar, but we ask them where they were the previous four years? Why did the local government body, responsible for local public revenue affairs, not perform its job of determining and collecting annual compensation in a timely manner and at the time when it is prescribed by the Decision on compensation? How come they remembered that they should collect the "tribute", retroactively, for four years back, and this very year, which will be unprecedentedly bad in every respect," he said. is Kosovic.
He asked the authorities "do they really think that businessmen will be able to pay the money for four years at a time?"
"Are there people from the real sector among them, who created something on the Montenegrin market, or did they take positions that were given to them by party activism immediately after finishing school? No matter how they sat in the municipal seats and no matter how incompetent they are to do their job for which the citizens pay them, they had to at least respect the regulations they made themselves," Kosović points out.
As he notes, the Municipality and the Cadastre are responsible for thousands of buildings that were not recorded or were incorrectly recorded, and therefore the real estate tax was not calculated and collected on them, as well as the fee for maintaining cleanliness.
"It is about the loss of the municipality of Bar of more than ten million euros for the last four years, which the authorities in the municipality, intentionally or not, did not collect, even though they were obliged to do so by law. have come to a situation where they cannot pay their employees, but, as a long-standing local government, they would sympathize with their citizens and help the economy at a time when the losses in tourism will be up to 90 percent. In this way, we can only wait for some other people who will perform the job more responsibly and with more conscience," concludes Kosović.
