The Ministry of Defense will spend almost 120.000 euros on the procurement of computer equipment, but the data on its characteristics are secret.
This is stated in the text of the public invitation of this department, in which it is stated that the specification of the computer equipment "due to its security sensitivity" and by the decision of the Minister of Defense Predrag Bošković, is marked with secret information of the level of secrecy "internal".
"The obligation of the interested party is to submit a signed statement by the authorized person of the interested party (executive director) that the received part of the tender documentation will be kept in accordance with the Data Confidentiality Act and other regulations in this area," the tender documentation states. .
The tender itself was divided into three lots - two related to computers, computer equipment and spare parts worth 69.000 and 38.000 euros, and the third related to computers for special purposes worth 13.000 euros.
The commission of the Ministry of Defense made a decision that for the first two lots, the only offer received was from Podgorica's "Čikom", and for the third lot, the offer from "Raster office" was better.
The offer of "Raster office" for computers for special purposes was more favorable than that of "Čikomova" by a little more than 1.050 euros.
The deadline for delivery for the first and second lot is a maximum of 90 days, and for the third 120 days from the date of signing the contract.
They must be delivered to the Ministry of Defense building.
The tender documentation also stipulates that, if after the conclusion of the contract there are circumstances of force majeure that lead to the hindrance or impossibility of the performance of the contractual obligations, the deadlines for the performance of the obligations of the contracting parties will be extended for the duration of the force majeure.
"Force majeure implies extreme and extraordinary events that cannot be foreseen, which occurred without the will and influence of the contracting parties and which could not be prevented by the party affected by force majeure. Floods, earthquakes, fires, political events (war, large-scale riots, strikes), imperative decisions of the authorities (import and export traffic ban) can be considered as force majeure, etc., it is explained in the documentation.
