The office of the new chief architect of the city stopped the process of giving consent to the Nikšić company "Uniprom hoteli" of businessman Veselin Pejović to reconstruct the hotel "Budva" on the city promenade. The hotel company itself gave up the request, after it was instructed that it had to take out the urban planning and technical conditions again, thus failing the third attempt in the past year and a half, for "Uniprom hotels" to reconstruct the west wing of the hotel.
That company intended to cover and build a sloping roof over the outdoor swimming pool on the west wing of the hotel.
The company submitted a request at the beginning of August to the Office of the Chief City Architect, which is now headed by Mladen Ivanović, but did not receive the green light for the conceptual solution of the reconstruction, after a detailed analysis of the documentation, but was told that it had to draw up new urban planning and technical conditions.
The company did not get approval from the former chief city architect Ana Samardžić on the previous two occasions either, because she also did not agree with the way in which the glazing of the pool on the first floor of the west wing, right next to the promenade, should be done.
"The subject of the intervention of this conceptual solution is the pool area with accompanying facilities, which is located on the roof terrace above the first floor of the western annex. The reconstruction of the pool area resulted from the necessity to repair the existing flat roof due to leakage. The conceptual solution, in addition to the restoration of the roof covering, envisages covering part of the roof terrace with a sloping roof. It is planned that the covered part of the pool area will be completely closed and air-conditioned during the cold period of the year by means of accordion doors. On the other hand, the accordion door would be in closed mode in the summer and thus provide the guest with the experience of an open pool. The covered pool area in accordance with the UTU represents the second floor of the western annex of the hotel," states the conceptual solution, which "Vijesti" had access to, and which was submitted to the office of the chief city architect.
The hotel company justifies this move by saying that it would raise the level of services.
"As for the future purpose and content of the space in question, it remains unchanged, but it is technologically and qualitatively raised to a higher level of service provision. Given that the hotel has congress facilities, covering or closing the pool area significantly contributes to improving the quality of the hotel's services in the winter period. This intervention enables the hotel to enjoy the tourist season throughout the calendar year," the conceptual solution explains.
The hotel consists of three units. The central part of the building has P+4 floors (ground floor and four floors), the western annex has P+2 floors and the eastern annex has P+2 floors. Construction on the west wing of the hotel caused a revolt a year and a half ago by the then ruling parties in Budva - Democratic Montenegro and Montenegro, whose leaders Dragan Krapović and Vladimir Bulatović called on Prime Minister Duško Marković to dismiss the Minister of Sustainable Development, Pavlo Radulović, because he was not capable of preventing wild construction in the very heart of Budva and demolishing the controversial wing of the "Budva" hotel.
On two occasions in May and June, Krapović and Bulatović held press conferences in front of the extended hotel, when they said that the behavior of state services "insults the dignity and intelligence of all citizens".
Pejović, otherwise a vlansik of the Podgorica KAP, on the other hand, said at the time that he was forced to build that part of the hotel on the order of a structural engineer, because it was the only solution to prevent the further collapse of "Budva", which occurred as a result of the construction solitaire on neighboring plots.
