The President of the Municipality and the Assembly of the municipality of Herceg Novi, Stevan Katić and Miloš Bigović, sent an open letter to the citizens of that city.
As they stated, they are asking for citizens' support in a letter, due to the "alarming situation in the Municipality of Herceg Novi, due to the possible forced collection of two promissory notes for unfinished LED lighting, in the amount of half a million euros
We are transmitting the letter in its entirety
"We have a moral obligation to inform you about the potential damage that can befall our Municipality and threaten the normal functioning of all services in the city. We believe that you assume what it is about - it is about the famous affair of the so-called "LED lighting". To be honest, no we are writing this for no reason. We are writing with a clear intention and an even clearer goal - to ask you to support the local self-government, so that we can fight the unprecedented injustice that has befallen our city. We are convinced that only through joint, strong civic activism, we can stop the designed plan to damage the budget of the Municipality of Herceg Novi in the amount of several million.
Let's go in order. A group of people designed and informally agreed on the job of replacing public lighting in the Municipality of Herceg Novi. The public still knew nothing. After that, when they already knew and defined who would get the job of installing LED lamps, they drew up a public tender so that only the company with which the job had already been informally agreed upon could apply. All other bidders were initially eliminated. Gradually, the public begins to get information about the project... A tender is announced... And of course, the job is won by a well-known company. And what kind? Foreign. From Denmark, with the signature "ić", a certain Petrić. The Agreement is signed. And what kind? 100% harmful to the Budget of the Municipality of Herceg Novi, with articles of the Agreement that are contradictory - so one article is in a complicated and entangled collision with another... What does that mean? This means that a scheme has been drawn up to extract money from the Budget of the Municipality of Herceg Novi. It is a well-known scheme - sign a contradictory Agreement, leave room for flexible interpretation of the provisions of the Agreement and of course involve other companies in the business... Entangle it as much as you can.
Move on. The drawn-up company enters the business, hires subcontractors to carry out the work, the Special Prosecutor's Office investigates the case in parallel, the public begins to resent... and the work never ends. We repeat, the work never ends! Meetings are organized, it is stated in the minutes that the work is not finished... Everything is suspended. The drawn up company goes bankrupt. It disappears. For more than a year, no one has been able to get in touch with people from the drawn company. The city suffers. Massive damage was done to him. According to the contract, the city services are not allowed to touch the lighting, because it is the property of the company that designed it, and the company does not exist. And here it is, after a year of revelations, the alleged legal successor of the drawn company finally appears - and not one, but two. And both claim to be legal successors. Lawyers are coming...figuratively in this case of legal gibberish they are called, hunters for commissions on the backs of taxpayers... And what are they looking for? Let them be paid! They unscrupulously ask for taxpayers' money for unfinished business!
We come to the final act. A Decision on enforcement is issued. The action of merciless retaliation of the Budget of the Municipality of Herceg Novi is underway. Two, out of a total of 11 blank promissory notes, are activated, for almost half a million euros, in order to pay for the unfinished work. The municipality is threatened with the obligation to pay for lighting that has not been completed and has never worked. The municipality is threatened with the obligation to pay for a job that is reasonably suspected to be corrupt, and which was arranged by the group of people from the beginning of this story. The Special State Prosecutor's Office is still investigating...
In the end. In order to avoid confusion and room for malicious interpretations, the Municipality of Herceg Novi does not shy away from paying for work done and completed. We repeat, done and completed work. But, with a big but, in this particular case the job is not done or finished. On the contrary, the deal is only partially concluded. For that we have at least 30 thousand witnesses - all unanimous - 30 thousand citizens of Herceg-Novi.
Therefore, the whole project is a farce, designed to damage the budget of the Municipality of Herceg Novi. Perhaps this farce is best described in simple folk words, understandable to everyone:
The master came to build us a house. Build us half a house and leave. Or rather, he ran away without a trace or a voice. Then, after a year, two of his apprentices come to us and ask us to pay for the construction of the whole house! As ordinary people we ask ourselves, is there anyone on this earth who would pay for it?
Set yourself up at this very hour, so we publicly ask the lawyers and the public bailiff who received the execution decision: would you, gentlemen, pay for the work of a craftsman who only completes half the work for you in your native house??? Gentlemen do half the work for you and you pay him for the whole work??? We believe we know your answer. And if your answer is not what we think it is, then something big is rolling over the hill..."
