The way in which the Communal Inspection of the Municipality of Tivat approached solving the problem with one of the catering terraces at the most attractive location in Tivat - the city waterfront Pine, has led to the fact that the people of Tivat on the southeastern part of the waterfront and promenade have for several days not only one legal and one illegal catering terrace, they have already received a kind of storage of catering furniture on the promenade itself.
Namely, it is the product of a kind of war that took place over the former terrace of the "Apolon" bar, owned by the Tivat lawyer Ratko Pantović, led by him and "Morsko dobro", which in the meantime has given the location to another for a temporary facility, the use of which Pantović has not had a valid contract for years. to the lessee - the nearby small hotel "Astoria" of the Podgorica company Nemesis". "Morsko dobro" leased the contested terrace to the Podgorica company, the owner of the "Astoria" hotel, for the amount of 4.692 euros, until the end of this year.
Pantović disputed the tender, considering that the terrace should have belonged exclusively to his bar, which is physically closer to the location.
Just before the deadline that the Municipal Inspection of the Municipality of Tivat, acting on the request of "Morski dobr" and the Ministry of Sustainable Development and Tourism, was to expire last Wednesday, Pantović put away his furniture and brought him into the premises of the "Apolon" bar. The inspection officially stated this in the minutes on September 16, and on the same day informed "Morsko Dobro" that the site was freed and that it could be handed over for use by "Astoria" as the new tenant, which has a binding contract with "Morsko Dobro" on the use of that site for installation of a temporary facility - catering terrace.
"Astoria" immediately set up its furniture, but in the afternoon of the same day, Pantović appeared on the spot, and with a few other guys, on his own initiative, removed "Astoria's" furniture and returned that of the cafe "Apolon". Soon, the Municipal Inspection came to the scene again, which noted this in the minutes, but did not remove Pantović's furniture, which continued the agony around the restaurant terrace. Pantović and his associates took "Astoria's" furniture a few meters away and left it in a heap, on the terrace of the Pine promenade, where the material is still found today, so the people of Tiv and tourists staying in that city have the opportunity to watch an unusual scene in the middle of the city's waterfront and in front of one of the most luxurious small hotels in that city.
Nemesis company told "Vijesta" yesterday that they will not remove their thrown furniture from the promenade because the competent services did not provide them with the opportunity to place it where it should be - on the disputed terrace that they leased. They repeated that they have a valid contract for the lease of the former "Apollo" terrace with "Morsko dobro" for this one, with the possibility of extending it for another three years, and that they have already paid the rent to the Budva company, but that "Morsko dobro" and the Municipal Inspection of the Municipality of Tivat they have not yet enabled them to use the state location that they have legally leased and paid for.
That is why they are announcing a series of legal steps against the responsible persons from the Municipal Inspection and the Municipality of Tivat, who they consider to have performed their official duties negligently and illegally in this case. The new deadline, which in the meantime the Communal Inspectorate of the Municipality of Tivat issued to Pantović to remove his newly installed terrace, for which he does not have a valid contract with "Morski Dobro", expires today, so a kind of "war" for the terrace on Pini, which has not been recorded in Tivat until now, will apparently, get a new chapter.
