Elementary school students from the territory of the Tuzi municipality should receive free textbooks these days, as promised by the President of the Municipality Nik Đeljošaj.

Textbooks for about 90.000 euros should be delivered by the Institute for Textbooks and Teaching Aids, according to the decision published yesterday on the Public Procurement Portal.

The Municipality announced that the Law on Public Procurement stipulates that the negotiation procedure can be carried out without prior publication of the call for tenders to the extent that it is necessary, due to the extreme urgency caused by an event that the client could not foresee, and which was not caused by the client's actions.

"The reasons for the urgency for shortening the deadline for submitting bids is a problem that the Municipality of Tuzi faced immediately after the declaration of the epidemic in Montenegro, when temporary quarantine measures were introduced on the entire territory of the Municipality of Tuzi, and in connection with this, unplanned expenses in the budget of the Municipality of Tuzi for 2020," the explanation states.

During the first wave, Tuzi had the highest rate of infection in relation to the number of inhabitants, which led to the fact that the entire population was put into self-isolation for a period of time.

The Municipality points out that all these reasons are in themselves events that the client could not have predicted nor were they caused by the client's actions, so it was not possible to act within the deadlines prescribed for the open procedure, limited or competitive procedure with negotiations.

The President of the Municipality announced in mid-August that they have provided funds to finance textbooks for all elementary school students.

"Keeping in mind the situation in which parents find themselves, to prepare their children for the new school year, we committed ourselves as much as possible to ease this burden," Đeljošaj said at the time.

The school year started on October 1, and Tuzi was not the only municipality that was late with the allocation of textbooks.
