The vice-president of the Municipality of Budva during the administration of Nikola Divanović, Vladimir Bulatović, asked the Municipality of Budva to pay him his salary for the year after the end of his mandate, referring to legal provisions. Such a request was rejected by the current president of the Municipality of Budva, Marko Bato Carević, as unfounded.
Careveć, as told to "News", stated that Bulatović was illegally appointed by the majority of councilors due to the political corruption of councilor Stevan Džaković, and that this decision was annulled and verified by the Municipal Assembly.
On September 25, Tsarević dismissed all the so-called "heroes of spring" - the officials of the Divanović administration, who were appointed by the majority of the councilors from the ranks of DPS, Crnogorska, SD and Džaković.
Tsarević annulled all the decisions they made, including the appointment of officials, and the local parliament approved it.
Tsarević rejected the request of Bulatović, the leader of the Budva committee of Montenegro, and announced that he would also file a criminal complaint against him. On June 11, at a session in the conference hall of the tourist resort "Slovenska plaža", Bulatović was first appointed as the acting president of the municipality, and then, after the new councilor majority appointed Divanović to that position at the beginning of July, he, like the leader of the Budva SD Petar Ivković, was appointed as Vice President of the Municipality. During the turbulent events in Budva on June 24, Bulatović was almost lynched when special units barely managed to take him out of the Municipality building, which was occupied by several hundred citizens dissatisfied with the violent change of government in Budva. Citizens punished the procedure of the new majority and the way they managed the city in the local elections, where the two lists gathered around Marko Carević and Krsto Radović (Democrats) won almost 65 percent of the votes.
The clash between old associates practically continues. During the time of the former local administration, Tsarević dismissed Bulatović at the end of April, when Montenegro launched the initiative to dismiss the first person in the Municipality. Bulatović was then relieved of his duties, and Tsarević crossed him off the payroll. Bulatović then, as now, folded the sheet and asked to be paid the wages that are due to him, as he stated, according to legal regulations.
In the property record submitted in March, Bulatović's earnings were in the range of 1.300 to 1.600 euros.
Stating that Tsarević's decision of September 25 is illegal, Bulatović's legal representatives point out that his position as the vice-president of the Municipality effectively ceased from that day.
Referring to the provisions of the Law on Salaries of Employees in the Public Sector, the request states that a person who professionally performed a function has the right to receive compensation for one year after the termination of the function in the amount of the salary he received in the last month before the termination of the function.
"The conditions have been met to recognize the right of the applicant Vladimir Bulatović to receive compensation for one year in the amount of the salary he received in the last months before the termination of his office after the termination of his office," the request states.

Tsarević's cabinet rejected the request as unfounded, referring to the legal provisions invoked by Bulatović's representatives.
"The appeal to the cited legal provisions does not stand, because Vladimir Bulatović did not perform the function of the vice president of the Municipality. The decision to appoint Bulatović as the vice president of the Municipality from July 8 was annulled as illegal. With the annulment of the illegal appointment, Bulatović did not even perform his duties, so he is not entitled to compensation on that basis, nor on any other basis," states the position of Tsarević's cabinet.
Moreover, as stated by Tsarević in the answer, the Municipality will undertake all legal actions and file a criminal complaint against Vladimir Bulatović for illegal actions in an illegally appointed position.
After receiving the answer, Bulatović's representatives again submitted a request for the payment of compensation, referring to legal provisions, and Carević submitted the complete files of the case to the Parliamentary Committee for Selection and Appointments for a statement.
