The outgoing Government of Duško Marković leaves it to the future executive Zdravko Krivokapić to complete the construction of the Mojkovac-Lubnica road, the Mojkovac-Vragodo section, which, not far from Marković's hometown Podbišće, is being built by "Bemax" from Podgorica for 13,2 million euros.
This was pointed out by the representative of the non-governmental organization Action for Social Justice (ASP) Ines Mrdović, noting that the contractor is the Traffic Administration and that "its price has increased by four million euros in just a few months, i.e. from nine to 13,2 million, how much is the contracted construction for".
The outgoing Government announced that the road should connect Mojkovac with the future Ski Center "Žarski", but also via Lubnica-Jezerina, the construction of which was delayed due to the breaking of the "Bjelasica" tunnel, and the price of that section was increased from 34 million to at least 50 million euros.
"The section to Vragodol is eight kilometers long and mostly runs along the Bjelojevićka river. Although the work is presented as road reconstruction, it actually partly includes the construction of a completely new road, as well as the construction of as many as nine bridges on the Bjelojevićka river and one bridge on the Tara (near Podbišće) ", said Mrdović.
Certain cadastral parcels along part of this road are linked to the building permit for the construction of a hydroelectric power plant (MHP) on the Bjelojević River, so this raises the question of whether the construction of this road with state money should make it easier for private investors to build the MHP.
"For the construction of the Mojkovac-Vragodo section, no cost-benefit analysis has ever been published, which would show the justification of its construction, nor is it known that it exists at all," emphasized Mrdović.
As the price rose
At the beginning of last year, the Traffic Administration estimated that this road would cost nine million, but by May it increased its price to 12 million, just before the announcement of the first tender for the selection of contractors - on July 9 of last year.
At the tender, the company "Toškovići" from Podgorica offered a price of 11,9 million, and the company "Crnagoraput" from Podgorica offered 18 million.
No offer was declared correct - the company "Toškovići" did not submit a list of equipment for the execution of the works, and the price of "Crnagoraput" was higher than estimated at the tender.
"A few months later, at the beginning of September, the Traffic Administration additionally increased the price of this work, to 15 million. It is not known what led to the increase, and the Administration did not explain it, but published the same job description in a new tender. In the second tender "Bemax" won with a price of 13,2 million. "Toškovići", "Čelebić" and "Tehnoput MNE" also had a joint offer for the price of 14,9 million, but it was rejected as incorrect, Mrdovićeva recalls. .
The Traffic Administration concluded the contract with "Bemax" on November 20 last year, and the work should be completed in two years, which means that the new authority will also be in charge of its finalization.
Do they make the job easier for MHE?
For years, the Bjelojevićka river has been linked to the project of building two HPPs, and the obligation of the private investor is to build a road for their construction, which was not realized until the end.
The outgoing Government, although in a technical mandate, recently gave the "green light" for the transfer of the concession to the company "C&E Energy", where the share is transferred from the footballer Stevan Savić to Milica Fuštić, and the majority owner is the company "Čelebić" of Tomislav Čelebić, while the share also has the company "Synergy".
"The Ministry of Sustainable Development, headed by the outgoing Prime Minister, issued a construction permit for the construction of the MHE "Bjelojevićka 2" about twenty days ago, and as one of the proofs for obtaining the permit, this company submitted a decision on the declaration of public interest for part of the cadastral plots, which refer to on the Mojkovac-Vragodo road section. Therefore, one gets the impression that these are coordinated moves, and it is indicative if one of the motives behind the construction of this road is an attempt to make it easier for the private investor to build the HPP," Mrdović concluded.
Part of the new government strongly criticizes the MHE projects and opposes their construction.
Tourism on a long stick, the people of Mojkov leave the city
The outgoing Prime Minister presents the future Ski Center "Žarski" as a great development opportunity for his native Mojkovac. The section to Vragodol extends not far from Podbišće, the birthplace of Marković, Mrdovićeva noted.
Mojkovac is an underdeveloped area, and the population, as she added, "is decreasing and young people are forced to constantly leave because they have no work."
"Tourism is obviously on a long stick. What would be necessary for the people of Mojkov is some production, which would keep them in their hometown, and the big question is whether the 13 million, which will be given for the eight-kilometer section of the road, was in this it is more productive to invest in opening a business for young people in Mojkovac", Mrdovićeva asks.
Did they do everything to protect Tara?
The videos that are available to the public also show, she adds, the enormous scale of the devastation of the Bjelojevićka river during the construction of the Mojkovac-Vragodo road.
"As part of this work, a bridge on Tara will soon be built, not far from Podbišće, but there is no information as to whether all the necessary measures have been taken to protect it. "Tara has already suffered great devastation due to the construction of the section of the Bar-Boljara highway," the ASP notes.
