The President of the Non-Governmental Organization "Euromost" Almer Mekić accused the Municipality of Bijelo Polje of hiding employee contracts for the last three years, which is why he asked all local government bodies to, in accordance with the Law on Free Access to Information, submit all employment contracts and work contracts of all persons employed in that period, ending with October of this year.
The Municipality denied this, stating that the Municipality of Bijelo Polje won the award for the most transparent municipality in Montenegro in 2019.
"Obviously, those requests accelerated the legalization of illegally employed people, who are already working without public tenders and who were employed before and during the parliamentary elections, as well as during the last local elections, so every day in the Municipality, after our requests, candidates are checked according to public tenders. The local administration authorities of the Municipality of Bijelo Polje, in order to have more time to correct the illegalities during employment, instead of contracts, delivered notifications to Euromost, which were all done in one place, at the administrator Marina Petrić, said Mekić.
He stated that in those notifications it is written that there is a list of employees in their bodies on the municipal website.
"That was not the subject of interest at all, but to submit all employment contracts and the names of persons who have been employed in the last three years. That is why 'Euromost' submitted complaints to the Agency for the Protection of Personal Data and Free Access to Information on first-degree notifications." said Mekic.
He stated that yesterday the organization filed a complaint with the Labor Inspectorate in Podgorica against the Municipality of Bijelo Polje, due to illegal employment, and they requested that checks be carried out on employees for the last three years.
"The attention of 'Euromost' is also attracted by the great nepotism in the Municipality in the last three years, where family members of public officials are employed and employed, not only in the local administration, but also in all public institutions and companies owned by the local administration," he said. is Mekic.
Mekić claims that the local administration of the Municipality of Bijelo Polje hides a lot of data for reasons known to them, which is why many of our requests are rejected, which has made it the most non-transparent local administration in the north of Montenegro.
The PR department of the Municipality told "Vijesta" that "every request for free access to information was answered within the legal deadline".
"Regarding the legality of employment in the Municipality, the Administrative Inspection of the Ministry of Public Administration regularly carries out inspection controls, and for the last three years we have had no objections to employment procedures. We are always ready for all types of inspections. We will not comment on the motives of the so-called NGO, because they are being dealt with by the competent investigative authorities", reads the reply of the Municipality of Bijelo Polje, which states that "the Municipality will not succumb to any pressure of any kind".
