"The DPS government killed Budva tourism and left families in the dark"

Today, the Budva Municipal Assembly adopted a budget review with the votes of the councilors of the coalition "For the Future of Budva" and the electoral list "Peace is our nation" - Democrats, which stated that revenues were reduced by ten million euros.

Councilor Anđela Ivanović also voted for the rebalancing.

The rest of the opposition, the Social Democratic Party (SDP), the Civic Movement URA, as well as councilors from the Democratic Party of Socialists (DPS), the Liberal Party (LP) and the Social Democrats (SD) abstained.

During the discussion, approval was received from the Ministry of Finance, so councilors could vote.

As it was emphasized during the rapsrave for the first time in the past four years, a negative rebalancing is being brought, and that in previous years the planned results were always exceeded.

Secretary for Finance Petar Odžić (SDP) said that revenue collection has been reduced and that as of today, around 25,5 million euros have been collected, which is 62,5 percent of the realization of the planned budget.

"Ten million euros more than planned were collected. Despite the difficult and crisis year, we managed to maintain liquidity", Odžić said.

And the discussion started after Mijomir Pejović (Democrats) emphasized that this is the first year after 2016 that there is no positive budget rebalancing, and he marked the DPS Government as the main culprit, which, as he said, "deliberately killed Budva tourism ".

"The epidemic had the biggest impact on that. But our Municipality was not only blocked by the epidemic, but also by the National Coordinating Body. While the most normal tourist season was going on in Albania and Croatia, the DPS government consciously decided to destroy Budva tourism and the families involved in tourism were left in the dark. Investors did not want to invest, because how would a normal person invest when he sees tear gas being thrown at citizens, when the police block the Municipality for 90 days. There must be less utility collection, when the police prevented the head of the utility collection service from coming to work," Pejović emphasized.

Mihailo Đurović (SDP) said that this city has 13 million euros in fixed costs, when it comes to salaries and transfers, without "burying the cramp".

"And this rebalanced budget has a developmental character. I am asking whether the capital budget of eight million will be realized by the end of the year and whether it is realistic or a wish list, since 2.5 million euros have been realized so far. Two open questions remain, the payment to the government of 1.6 million euros for these salaries this summer, which were paid directly to the accounts of the employees, as well as the guarantee of 29,3 million euros for the waste water project, how will this be resolved", asked Đurović.

Anđela Ivanović (Montenegro) said that at a time when everyone is at risk due to the pandemic, the number of workers should not be reduced.

"But I ask if any rationalization of the number of employees is foreseen. I am asking what counter-service the Academy of Knowledge and Funeral Services, companies with organized responsibility, did, when the Municipality paid them 800 thousand euros, because if it is not there, I consider such a transfer illegal. When it comes to official trips and national teams in the amount of 120 thousand euros in total, I ask why they are in such an amount, where it is traveled at this time and why there are no savings", she said.

He reacted Željko Franeta (Democrats) who said that the transfer to the "Funeral Company" is being carried out legally, and that it is necessary to merge that company with the Municipal Company in the following period.

Ivo Gvozdenović (DPS) emphasized that there are numerous illogicalities in the budget rebalancing, such as whether it is possible to collect five million euros on behalf of utilities by the end of the year, if two million euros were collected by the end of October.

"For the last three months, it is planned to spend 120 euros on national teams and travel, it is obvious that someone planned to have a good time. All items in the rebalance decrease except for the work contract, which increases. "Are there any new party jobs planned, because 150 euros have been allocated for the last three months," said Gvozdenović.

Finance Secretary Petar Odžić explained that the item representing the Cabinet of the President of the Municipality was left because that item pays for events, celebration of the municipality's day, receptions of delegations... and it was possible to save 70 thousand euros.

And the head of the Office of the President of the Municipality, Nikola Jovanović, responded to the attacks The aforementioned budget rebalance shows that public finances are stabilized and consolidated even in these difficult times.

"For the previous four years, this government managed to return 37 million euros of debt created by the previous DPS government. This debt was not caused by capital projects, but by the corruption and crime of the DPS leaders of this city, who took the money into their pockets. We have to say that the Municipality could not work until October 1, and the culprit is exactly you, the illegitimate government that was forcibly installed with tear gas, shock bombs, parapolice and police forces... we also had an unprecedented blocking of the municipal account by the Government", he said. is Jovanovic.

He added that they are accused of some kind of official trips and national teams.

"It's about not knowing the matter. From the budget position of the representation, 70 thousand euros, which were intended for the celebration of the Municipal Day, will be directed to the opening of the national kitchen, which will include the "Danilo Kiš" High School and the Red Cross. No one in Budva will be hungry, the municipality takes care of everyone", said Jovanović.

Kaluđerović: We charged 32 million euros, and no one came to you this summer to close the contract

The head of the Utility Billing Service, Ninoslav Kaluđerović, responded to the calls from the ranks of the DPS, assessing that today, if the four-year mandate is added up, the Service has fully fulfilled the utility billing budget, totaling 32 million euros.

"The results would have been even better if the government that was forcibly installed this summer had not made it impossible for us to work.

"And the public should know that the only thing that is true is that from May to September 1, when the city was managed by DPS and its partners, not a single contract on the collection of utilities was concluded. No one came to you to conclude the contract. You never even invited us to the SO sessions that you held, that's how our Service is not respected, and neither are the people who do their job. . You only knew that you were initiating legal and criminal proceedings, and you did nothing. I believe that by the end of the year we will reach the figure of five million euros determined by the rebalancing, and it would have been much more if you had not made it impossible to collect," said Kaluđerović and reminded that the utility budgets, while the DPS was managing the city, were used to pay salaries and other things, i.e. for everything, just not for what is foreseen by law, i.e. for investments.

Boris Rafilović (DPS) said that listening to the discussion, he gets the impression that "DPS is also to blame for the corona".

"Poor planning and poor execution of the capital budget all these years. There were no capital investments, what was specifically made of those 32 million euros that were collected on behalf of utilities," asked Rafilović.

Rađenović: You didn't dissociate yourself from OKG, they were called DPS and that's your name

Krsto Rađenović (SNP) replied that DPS learned to trade money in suitcases.

"You should be proud of this government and the President of the Municipality, because there was not a single affair. As an organized criminal group, DPS stole 20 million euros from this city, which this government returned. You have no right to talk about budgets, how much money you took from citizens. You didn't disassociate yourself from that criminal group, they were called DPS and you are called DPS, "Rađenović said.

Miloš Radović (DPS) responded to that by stating that none of the councilors of that party is a member of OKG.

"One knows who OKG is by name and surname. If you have any information about us, report it freely, let the police wait for us right outside the door of the hall, but you can't accuse us all. Whoever is guilty should bear the responsibility," said Radović.

Blažo Radjenović (URA) said that the negative rebalance is a consequence of the pandemic, but also of the actions of the DPS, and that there are mistakes by this government and they should be talked about.

"Due to a failure in the procedures, you have workers in companies who have not received their salaries for two months, and that's why I appeal to the current city council to harmonize the procedure as soon as possible," asserted Rađenović.

The session of the local parliament continued with a discussion, and on the agenda is the Report on the work of the President of the Municipality of Budva, Marko Carević, on the work of local administration bodies and services for 2019.
