Crnagoraput is asking for permission to build an asphalt base

The company Crnagoraput plans to build a temporary asphalt base in Pljevlja, at a location three kilometers away from the city center as the crow flies.

They have submitted a request to the Agency for Nature and Environmental Protection to decide on the need to prepare an environmental impact assessment report for the facility, and interested parties can submit comments and suggestions until December 17.

The half-hectare site is located above the Potrlica pit of the coal mine, on its eastern side, and directly next to the location where the equipment of the coal mine is located, i.e. the former conveyor belt.

During the exploitation of the building, there will be no deposition of chemical and other substances that could significantly affect soil and groundwater pollution. During the functioning of the facility, it is planned that fecal water is discharged into the biological purifier and from it into the absorption well, and atmospheric water from the plateau of the facility, which may be contaminated with gasoline and motor oil, will be drained into the absorption well through the separator. The noise that occurs during construction and exploitation will be of a local character, that is, with the highest degree of presence at the very location of the object. During the functioning of the facility, municipal waste will be generated, which will be taken over by the competent utility company

In the project submitted to the Agency, it is stated that the nearest facilities from this location are located at a distance of 500 meters.

Access to the location is possible from the north side of the Potrlica pit from the main road Pljevlja-Prijepolje.

At this location, Crnagoraput will set up a temporary facility for the production of hot mix asphalt, for the reconstruction of the road Gradac-Pljevlja-Mihajlivica, to the border with Serbia.

The location where the plant will be placed is the property of Rudnik Uglja, with which the contract for the lease of the land where the plant will be placed was signed.

For the production of asphalt, as stated in the project, stone aggregate of various granulations, bitumen, stone flour-filler and heating oil and fuel oil will be used as fuel.

The capacity of the plant, where eleven workers will work, is 160 tons of asphalt per hour.

"During exploitation, it is stated in the project, there will be a certain impact on air quality from the combustion products of liquid fuels, and above all suspended particles in the gases, the amount of which mostly depends on the efficiency of the gas dedusting device. During the exploitation of the building, there will be no deposition of chemical and other substances that could significantly affect soil and groundwater pollution. The project will not lead to social changes in terms of demographics and traditional way of life. The location and its surroundings are not protected by any segment, so its exploitation cannot cause harmful consequences. The impact on other segments of the environment such as the population, climate and protected natural and cultural assets will not be significant," the project states.

The plant will have a gas purification device, and its failure, as stated in the project, would have a negative impact on air quality.

"In that case, the gas would escape into the atmosphere without removing the suspended particles, which could have a negative impact on other segments of the environment," the project states.
