The Mayor of Budva, Marko Bato Carević, submitted to the Municipal Secretariat for Urban Planning a request for the issuance of urban planning and technical conditions for the construction of a new house in Budva.
As stated in the request that "Vijesti" had access to, Tsarević indicated that the existing building is being demolished, and plans to build a new one in its place.
According to the real estate deed, he is the owner of a one-story family house in Budva polje, which basically has 88 square meters and a yard of 43 square meters.
The house that will be demolished has 67 square meters of living space on the ground floor and first floor, and 47 square meters of living space in the attic.
The first man of Budva and the owner of the company "Carinvest" Marko Carević received approval from the Ministry of Sustainable Development and Tourism, i.e. the chief state architect, for conceptual solutions for business facilities in the territory of the cadastral municipalities of Lastva and Glavati, which belong to Grblje, at the beginning of November.
Urban-technical conditions are issued on the basis of a planning document, i.e. they specify what can be built on a certain location and are the first and basic paper for the further procedure, firstly the conceptual design, and then the main project on the basis of which construction is approved.
Tsarević has already pledged the house, which he plans to demolish, for a credit line of 800 euros, which is registered as a burden in the cadastral records of the Real Estate Administration.
The secretariat for urban planning has been managed by Democrats for the past four years.

As stated in the documentation, Carević received approval for a business building in the area of KO Glavati on urban plot (UP) 145 and 148.
According to the documentation, "Studio grad" from Podgorica worked on the conceptual solution for the business-commercial building in the area of KO Glavati.
In that area, "Carinvest" owns more than 5.000 square meters of meadows, barren land, pastures with office buildings. The basis for acquiring that property, according to the available documentation, is purchase.
The property is encumbered by a mortgage for a loan of 1.350.000 euros.
As stated, the loan was taken in December 2019, with a repayment period of 84 months. And the land in Lastva, where Carević is the owner of more than 10.000 square meters that he bought, is burdened with two loans, which is why the alienation of plots was prohibited. The loan of 600.000 euros was taken for 60 months of repayment, and the final repayment deadline is March 31 next year.
According to the cadastral records, the second loan is for half a million euros, in 48 monthly installments, and the records show that this debt was supposed to be repaid in March of this year.
The documentation states that the land is still mortgaged and prohibited from alienation.
The architectural bureau "Studio grad" worked on the conceptual solution for the complex in Lastva as well. As stated in the documentation, based on an inspection of the documentation, it was concluded that the architectural features of the proposed conceptual solution "are in accordance with the guidelines for architectural design and materialization of buildings and urban planning parameters".
The chief state architect has found, as stated, that the conditions have been met for giving consent to Marko Carević and "Carinvest" for the conceptual solution for the construction of a building for business and commercial purposes.
Tsarević's company has been operating successfully for years, and he reported in his property record that he owns property worth millions, both in residential and business premises, as well as land plots, as well as in the construction work owned by the company.
The secretariat keeps a secret for a year to whom they issue papers
Although it is required by law, the Secretariat for Urban Planning has not published data on who was issued the urban-technical conditions on its official website for a whole year. And while data on who submits applications is published on the website, data on who is granted UT conditions has not been made available for inspection since January.
The Ministry of Sustainable Development, unlike the Budva service, regularly publishes all the decisions it issues.
With the new distribution of power in the Municipality of Budva, the Secretariat will most likely belong to the coalition led by Tsarević.
