The local administration of Tivat, which is made up of the civic lists Narod Pobjeđuja, Bokeški Form and "Goran Božović - honorable and responsible for a better Tivat", launched an internal investigation into who is responsible for the relationship between the Municipality-Community-enterprise Tivat-JP Regional Waterworks of the Montenegrin Coast from Budva for the devastation of the area of former agricultural property in Tivat, by illegally depositing thousands of cubic meters of construction waste.
The construction of the missing branch of the regional water supply, 3,2 kilometers long, to connect the municipality of Herceg Novi to that system, which has already been carried out for seven months in the territory of Tivat, except that it is drastically delayed and costs the nerves and money of a large number of Tivat residents due to the excavation of the Jadranska magistrala, which is the main road in that city, it turned into a kind of ecological scandal.
Contractors from the consortium of Montenegrin construction companies "Indel Inženjering-Ramel-Civil Engineer" literally buried part of the former vegetable gardens and vineyards on the area of the former agricultural property Montepranzo-Bokaprodukt, which is located opposite the Tivat airfield, with thousands of cubic meters of earth from trench excavations in which are laid with water pipes, scraped asphalt and other construction waste.
All this was done in violation of the current regulations, which stipulate that for the disposal of even smaller, and not such large, quantities of material considered non-hazardous (inert) construction waste, there must be a disposal plan as well as a permit and approval from the competent local self-government body.
Such material can only be disposed of at a location that is officially designated, equipped and arranged for a construction waste dump, and which must also have its own official manager.
The new city administration of Tivat, as it was unofficially confirmed by the "News" from the administration of the mayor Željko Komnenović (NP), will insist on establishing responsibility, but also on rehabilitating the devastated area of the former vegetable gardens and vineyards, at the expense of whoever brought here and discarded a little over 14 thousand cubic meters of excavation and he is silent.
Apart from the fact that the Municipal Inspectorate and the Municipal Police have started a significantly stricter control of everything that is done on the ground by the builders who perform the work for the Regional Waterworks, a kind of internal investigation is underway in the Municipality and the combing of the documentation of the former officials and leaders of the Municipality of Tivat, which until recently ruled by the DPS-SD-HGI coalition, but also in the leadership of the Tivat Municipal Company headed by Vlado Đukić (DPS), participated in enabling the team working for the Regional Waterworks to devastate one of the premises and agricultural resources of Tivat in this way.
"We will insist that this story be fully investigated and brought to an end, and that those who are guilty of this outrageous treatment of nature and public resources, be punished and bear responsibility before the law. We will also insist that all illegally deposited material be removed and transported to the proper landfill at the expense of the person who brought it and shook it out in the area of the former agricultural property. This will certainly not end just like that," said the source of "Vijesti" from Oština Tivat, indicating that according to the documentation found so far, former Acting Secretary for Investments, Spatial Planning and Sustainable Development Marko Petričević (DPS) on two occasions ordered the Municipal Company to enable the "temporary deposit" of excavated and construction waste from the works on the regional water supply on the area that the company uses in the acquisition of the former agricultural property.
At the end of May, the administration of the former DPS mayor of Tivat, Siniša Kusovac, enabled the Regional Waterworks, headed by a high-ranking DPS official and coordinator in front of the headquarters of the party for Tivat Goran Jevrić, to carry out work on the construction of the missing part of the pipeline for Herceg Novi on the stretch from Opatovo to Pod Kuk .
The works, which are drastically delayed in relation to the planned dynamics and which so far have twice exceeded the promised deadlines for completion, have caused a huge problem for the people of Tiv because the main city road - Jadranska magistrala has been dug up, but all this was tolerated by the former DPS administration of the city because it did not want to to hold a grudge against his coordinator Jevrić, who as the manager of the state company Regionalni vodovod, the project of connecting Herceg Novi to that system was very important.
By the way, the utility company Tivat has been renting and using thousands of square meters of former vegetable gardens and orchards that were formally owned by the failed state agricultural company Montepranzo Bokaprodukt for several years under the contract concluded by the former director of that company, Tonko Lukšić (DPS).
For these purposes, Komunalno, a company headed by a high-ranking official of the DPS, Andrija Radman from Herceg Novi, paid a little over 4.000 euros a month in rent, although at the same time that company owed the Municipality of Tivat, which is the owner and founder of the Komunalno company, tens of thousands of euros for unpaid real estate tax.
By the way, the company Regionalni vodvodet Crnogorsko primorje from Budva, which is the investor of the controversial works in Tivat worth 1,8 million euros, have not yet answered last week's questions from "Vijesti" on the basis of whose license the former agricultural property owned by the failed state company Montepranzo Bokaprodukt, destroyed by depositing construction waste.
This land, by the way, now has the status of a construction site, because it is planned to build a golf course on it, according to changes in the planning documentation from fifteen years ago. In Tivat, there has been a campaign for the restitution of that once almost completely private land to its original owners, because its purpose has been changed compared to the one for which those properties were taken from the local population at symbolic prices in the XNUMXs.
The new Tivatsla local authority of the NP-BF-GB coalition of citizens' lists announced that it supports the demands for the restitution of that land to the locals and will request that the golf courses be deleted from the plans and that this complex be returned to agricultural production.
They keep silent about why all the rubble ended up in vegetable gardens and vineyards
The Regional Waterworks, i.e. the company that performs the works for that company in Tivat and the company that supervises those works, did not answer why all the rubble and waste from digging over 3 kilometers of canals in the trunk of the Jadranska magistrala were deposited on the former agricultural property, and who and when the Municipality of Tivat allowed them to do such a thing. It was not answered whether the tender stipulated the obligation of the contractor to take that material to a proper landfill and which landfill was contracted.
By the way, there are currently no legal landfills for construction waste in the area of the Municipalities of Tivat and Kotor, which includes excavated soil and scraped asphalt from the roadway, so the contractors working for the Regional Waterworks would have to haul it away by hand, to Budva or Cetinje.
In the tender documentation published by the Regional Waterworks on the website of the Public Procurement Administration, it is stated that for this job in Tivat, "loading, transport, unloading and rough spreading of excavated materials at a landfill up to 20 km from the construction site" is foreseen, and that the total excavations amount to 14,683.09 cubic meters.
Most of that material has already been excavated and disposed of in the former vegetable gardens and vineyards near the airport, along with hundreds of cubic meters of scraped asphalt and other debris from broken sidewalks and road construction, which, according to the tender, should also be taken to an unnamed landfill "up to 20 km from construction sites".
The place where the contractors discarded this material in the complex of the former agricultural property is less than five kilometers from the construction site, and here they got rid of the material for free.
The Regional Water Supply did not answer the question of "News" that were offered, that is, the agreed prices for the transport of materials from excavation, that is, materials from scraping the wearing layer of asphalt from the roadway and depositing it at a legal landfill, so it is unknown for now what the "savings" are. achieved by such an illegal and devastating procedure on the former agricultural property, and whether someone may have pocketed the difference to the agreed price.
