Despite the fact that due to the coronavirus pandemic, last year's tourist season on the Montenegrin coast completely failed, and because of this there was not nearly as much consumption and sale of water by local waterworks in the municipalities of Primorje as in "regular" business years, the state enterprise Regionalni vodovod Crnogorsko primorje (RV) from Budva, renewed the fleet of its management by purchasing two luxury official vehicles.
So, a few months ago, the company "AutoČačak" from Podgorica delivered two luxury limousines of the brand "Škoda Superb" with a total value of almost 56.000 euros to RV. The company's offer was evaluated as the best in the tender that RV announced on July 57.000 last year for the procurement of new vehicles and winter tires for them, estimated total value and 29 euros including VAT.
The contract with "AutoČačka" was signed on September 25, and two new luxury "Skodas" were delivered to RV at the beginning of October, when one of them was commissioned by the executive director of that state-owned company, Goran Jevrić (DPS), and the other was made available to the president. of the board of directors of that company to Budimir Šaranović (DPS).
In the tender documentation for the purchase of new official vehicles, RV has literally "drawn" Škoda Superb cars with a two-liter diesel engine and automatic 7-speed DSG gearboxes. By the way, the "superb" model is the flagship of Škoda's production program, and in the past few years, these representative business limousines have become a frequent choice of Montenegrin state authorities and the management of state enterprises and institutions that often buy them, primarily with taxpayers' money.
Considering the technical specification in the RV's tender documentation, it is no wonder that the offer of "AutoČačka" was the only one that was submitted to that tender, and it was worth a total of 55.406. EUR with VAT.
The new vehicles requested by RV through a tender and finally received by "AutoČačka" contain one of the most expensive equipment packages, so among other things, the new "Škoda Superb" in which Jevrić and Šaranović drive also have a multifunctional leather steering wheel with built-in remote controls. various other devices, electrically adjustable, folding and heated exterior mirrors, automatic three-zone air conditioning, adaptive cruise control, electric trunk opening and closing, navigation device with European maps, front seat heaters, rain sensors, front and rear parking sensors, multimedia, control when driving in the hills...
In addition to the usual set of summer tires with which the new cars were delivered, RV also requested a set of winter tires from premium manufacturers such as Continental, Good Year or Michelin in a tender for the new official vehicles of its directors. The renovation of the RV director's fleet took place in the year when, according to Jevrić's earlier announcements in the spring, due to the corona crisis, this state-owned company formed a multidisciplinary crisis headquarters, which, as the director said at the time, "created three possible business models for future operations RV depending on the expected duration of epidemiological measures, i.e. interruption of economic activities due to the crisis caused by the covid 19 virus pandemic".
"We predicted a possible drop in revenue of 15 to 40 percent", said Jevrić on July 15, in an interview with the "Glassnik of the Chamber of Commerce", but it is certain that at the end of the business year 2020, that drop is much greater, because the tourist season is when the most and spends, practically as if it didn't even exist.
On July 15, Jevrić boasted that during the first six months of last year, the Republic of Croatia had no need for state support measures given to the economy due to the corona crisis, but also emphasized that it is not excluded that this state-owned company will also have to apply for assistance from the budget in order to preserve basic liquidity.
Up to the neck in loans, and they are planning new debts
Considering the prolonged effect of the virus and thus the delayed return to normal business flows of all economic entities, we will carefully analyze the real needs of the Regional Water Supply for possible credit support in the coming period, in order to preserve the company's liquidity", said Jevrić on July 15, in order to only two weeks later, he announced a tender for the purchase of a new company car for himself and the chairman of the Board of Directors and spent almost 60 thousand euros on it.
RV ended the previous business year 2019 with only half as much net profit as RV spent on two official cars a few months ago, because RV's net profit in 2019 was only 97.111 euros. RV ended 2019 with as much as 17,69 million euros in long-term credit obligations, whereby it took a new loan of 6,7 million euros from Erste Bank to refinance its obligations under an earlier loan taken from the Abu Dhabi Development Fund, and the company had to borrow an additional 10 million euros from Erste and Prva banka to cover its obligations arising from the lost court case with the Štrabag company.
