The Municipal Inspection and the Municipal Police of the Municipality of Tivat intensified truck controls on the Adriatic Highway through that city and the local road to Krtole, in order to thwart the very pronounced occurrence of wild dumping of construction waste, rubble and excavation in the eastern and southern part of the municipality's territory.
Thus, the day before yesterday, after the action of the inspector, the company "Bemax", which carries out construction work in Porto Montenegro, was fined 1.500 euros, and the responsible person in that company was fined 500 euros for illegally dumping rubble and excavation from the construction site in Porto. on the area of the former factory "Račica" and the green area between "Račica" and the protected Solila nature reserve.
For the past few days, "Bemax" trucks have been intensively transporting rubble and excavations to the construction site of the new business-residential complex Boka Place in Porto Montenero at those two locations, where a new smaller road from the Tivat-Radovići road to places where that material was unloaded.
According to unofficial information, "Bemax" explained to the municipal authorities in Tivat that they have a contract for the temporary storage of that material for its selection on the premises of the former building material factory "Račica", with the owner of that company, a certain Mrvaljević from Cetinje.
The representatives of "Bemax" and the owner of "Račica" himself, who appeared in the Municipality of Tivat after the trucks were stopped, were told by the local administration that temporary or permanent depositing of inert construction waste cannot be done in that way. The Waste Management Act, namely, provides that construction waste may only be disposed of at an officially designated landfill for that type of waste, which must have an official manager, be fenced and secured, have a load scale and numerous other prescribed prerequisites, as well as an officially obtained work permit from the local administration and the line ministry in the Government.
Currently, no location on the territory of the municipality has such a status, which in the past days and months have been used by numerous unscrupulous citizens and companies for illegal dumping of this type of waste.
After their company was "cut off" by the Secretariat for Inspection and Communal Supervision fines in the total amount of 2.000 euros, "Bemaxa" trucks started driving rubble and excavations from Porto Montenegro to the landfill in Bar yesterday.
Apart from the two locations near "Račica" where the material was spilled by "Bemax" in the past period, in the area of Tivat, the locations south of the road route to Radovići, the eastern part next to the former and now closed garbage dump on Lovanji, as well as the area of the former agricultural estate Montepranzo-Bokaprodukt, opposite the Tivat airport. The locations along the road to Radovci are privately owned and have been used as illegal dumps for construction waste for more than a year.
The previous DPS leadership of the Municipal Inspection and Municipal Police of the Municipality of Tivat tolerated their owners to devastate their properties in this way, but also create a bigger environmental problem for the wider community, claiming that they have the right to "level their properties with the level of the road by filling".
This practice led to the creation of embankments with hundreds of thousands of cubic meters of earth and rubble, which buried the land that was used for agriculture a few decades ago, but also completely devastated and disrupted the surface water flows in that part of Krtolski polje, which is why more and more problems with the flooding of the Tivat-Radovići road and part of the protected nature reserve Solila.
Criminal charges against the Regional Waterworks, probably
The new Tivat government is also intensively working on an internal investigation in connection with who, in front of the former administration of the deposed mayor of Tivat, Siniša Kusovac (DPS), allowed JP Regional vodovod Crnogorsko primorje from Budva and the builders who have been building the missing branch of the regional water supply in Tivat for eight months at the expense of that company. of the water supply line towards Herceg Novi, to devastate several thousand square meters of former orchards and arable land of the former state agricultural property across the street from the airport with about 14 thousand cubic meters of excavation and rubble from that construction site.
The Municipality announced that the Regional Waterworks and its contractor will have to remove literally every cubic meter of wildly brought and spilled material from here, because the intention of the Tivat administration is to return this area to agricultural use, as well as to return the greater part of the land that is subject to restitution to its to the real owners - the residents of Tivat and Krtol.
"We have indications that after the Regional Waterworks and their builders, some Tivat companies whose owners are close to the former Depees administration of the city, as well as some privileged individuals, brought and disposed of rubble, stones and other similar construction waste here. All of this will be investigated and such a terrible attitude towards nature and space will certainly not go unpunished", said the interlocutor of "Vijesti" from the local administration of Tivat, adding that criminal charges will follow for all those who were in any way involved in this illegal and from the point of view of environmental protection, a devastating job on an agricultural estate.
