The construction, upgrading, extension of existing residential buildings in Budva without permits has become a practice in Budva, because the adoption of the new Law on Construction and Spatial Planning practically stimulated wild builders to realize their ideas. State inspection services, which are in charge of control, practically do not react.
One of the most recent examples is the addition of a residential building, with the construction of a separate residential wing in the Dubovica settlement, which the municipal services reported to the Directorate for Inspection Affairs.

In addition to enabling investors to start construction much more easily and almost completely canceling the competences of local governments, the new law also brings the possibility of legalizing illegally built or expanded buildings in the meantime. This is used by many to upgrade and expand buildings.
The construction inspection, which is supposed to prevent all this, has not yet been strengthened to the level announced by the Minister of Sustainable Development, Pavle Radulović.
While builders in Budva are using a vacuum, the municipal Secretariat for Urban Planning is overwhelmed with requests for legalization. In the last month and a half alone, almost 30 requests for legalization were submitted.
