Events that may lead to exceeding the limit values of noise in Kolašin, according to the draft Decision on determining acoustic zones, will be organized in the future at Trg Borca, Trg Vukman Kruščić and sports fields in the immediate vicinity.
If necessary, as written in the draft, such events can be organized in public areas, with the consent of the competent authorities.
As a "quiet zone in nature", the draft decision defined the National Park (NP) "Biogradska gora" and the Nature Park "Komovi". The limit values of noise in those areas are 35 during the day and evening, or 30 decibels (dB) at night. The so-called "quiet zones in the agglomeration" will be the Dulovine Forest Park, the Botanical Garden, the Native Museum, the park around the "Bjanka" hotel, as well as the promenade on the right bank of Tara. In them, the permitted noise level will be 40 during the day and evening and 35 dB during the night. As explained in the draft decision, zones in the agglomeration are those spaces in the urban environment where it is necessary to preserve a lower noise level.
The Kolašin City Primary, Secondary and School for Basic Music Education (ŠOMO), the Culture Center, the Retirement Home, the Health Center, the Emergency Department, the city cemetery and the church of St. Dimitrije are defined as "zones of increased noise protection regime". During the day and evening, a noise level of 50 dB is allowed in them, and during the night of 40 dB.
According to the draft Decision, in the Kolasin residential area, the permitted noise level is 55 during the day and evening, or 45 dB during the night. In addition to residential buildings, this zone also includes the settlement via Svinjača, Donji and Gornji Pažanj, Lug, Breza, Radigojno, Babljak, Drijenak.
Zones of mixed use, industrial and zones for the exploitation of mineral raw materials have also been defined. Also, the draft defines a "zone under the strong influence of traffic noise", which includes the road belt of the highway, the part next to the railway station and the belt of the M-2 highway.
For the implementation of noise protection measures and supervision, as written in the draft decision, the secretariats for environmental protection, spatial planning, communal activity and traffic and for finance, property and economic development will be responsible.
On the territory of the municipality of Kolašin, a similar decision is being made for the first time. So far, that area has been regulated at the local level by the decision on determining acoustic zones with a noise map, adopted almost eight years ago.
