By all accounts, the sale of municipal land to the trade chain Hard Discount Laković, which two and a half years ago almost led to the collapse of the ruling coalition, because it enabled the formation of an urban plot with the land of the Metropolis of Montenegro and the Littoral, in order to build a large supermarket, was deception, although the citizens were convinced that it was a good move because that part of the city would solve the acute problem of lack of parking spaces.
This was said by the leader of Montenegro, member of parliament in Budva, Anđela Ivanović.
The votes of three councilors of that party in the former parliamentary convocation were decisive to sell for 154.000 euros 483 square meters of municipal land, which borders a large plot of land for Mitropolija, which had previously concluded a two-decade contract to lease its plot to a shopping chain to build a supermarket.
In order to sell the municipal property to HDL at a heated parliamentary session in early November 2018, the ruling coalition of the DF, Democrats and URA practically split.
11 councilors voted to sell the land and enable the formation of an urban plot, six from DF, three from Montenegro and two independent councilors - Stevan Džaković and Goran Pejović, while eight councilors from Democrats and URA councilor Božena Jelušić were against. . At the meeting, it was said that part of the parking lot will be available to the citizens of the part of the city on the bypass. However, since the supermarket was built, that promise has not been fulfilled.
In the evening, as soon as the shopping center closes, a chain is placed on the large parking lot and all vehicles must be parked.
Ivanović requested that the contract that the Municipality, i.e. the mayor concluded with the company HDL be delivered to her, because that party voted for the sale of the land, so that the citizens would get a parking lot, which was not respected.
"When I voted, there was an agreement that a parking lot would be built in that place that would be at the service of citizens, which I now see is not true. Free parking for all citizens was promised, that's why we voted HDL. When we talk about the object HDl, we must first of all go back to the facts. The only condition that was set when such a decision was made was that the newly built parking lot should be in operation for citizens non-stop, that is, 24 hours a day, every day of the week. "Despite the misinformation about how certain DF councilors receive certain benefits by such a vote, and guided solely by the interests of the citizens, we asked for an access road to be built next to the parking lot to the area where the new chapel is to be built," Ivanović told "Vijesti". , after questioning the decision from three years ago at the previous parliamentary session.
As she added, a parliamentary decision was made on the basis of such an agreement.
"Montenegro's priority was to enable the citizens of Budva to get a wider trade offer, which, whether someone wanted to admit it or not, led to a reduction in prices, primarily of food items. Why there was only a partial implementation of the Assembly's decision and political agreement is a question that should first of all be clarified with the signatory of the sales contract, and determine whether it is drawn up in accordance with the Assembly's decision and the agreement. Local political issues are very important to me because they concern the community in which I live. I attend the sessions of the Budva Municipal Assembly and represent the interests of the citizens who support me, that's how it's always been and that's how it will be in the future. Parking for the citizens of Budva in that neighborhood is necessary, and that was the only reason that made us decide to vote for that agenda item," Ivanović said.
After the Municipality sold the land to HDL, which previously bought a smaller piece of some 70 square meters from the locals, an urban plot was formed, and the project was made possible.
The municipality of Budva then concluded a utility settlement agreement with the Metropolis of Montenegrin Primorsk and the HDL shopping chain, which paid 414 euros for the construction of the first phase of commercial and residential buildings on church land - the church of Sveta Petka on the bypass, right next to the city chapel.
For two decades, HDL leased about four and a half thousand square meters of church land and invested in the construction of the first phase - a building with a ground floor and a first floor of a total of 2.970 square meters of gross construction area, where a supermarket was opened.
The second phase envisages adding four more floors to the already built building with a total of 59 residential units.
The temple is being built next to the supermarket
Ten days ago, the Minister of Ecology, Spatial Planning and Urbanism, Ratko Mitrović, informed the Mayor of Budva, Marko Bata Carević, that this government department had begun the development of a planning document - an urban project, which will include two hectares of the land of the Metropolis of Montenegro and the Littoral - the property of the Church of Saint Petka on the bypass , in order to create opportunities to build the largest cathedral church on the Montenegrin coast - the Church of the Holy Apostle and Evangelist Mark.
Tsarević asked the Government to start drafting this planning document as soon as possible, because it is a prerequisite for the Serbian Orthodox Church to build an Orthodox temple on the site of the city chapel.
The temple will be built 50 meters from the supermarket and separated by a large parking lot.
