The new Government inherited from the old an apparently incurable disease of transfer of competences and insufficient intersectoral coordination and cooperation, judging by the response we received from the Ministry of Public Administration, said the Center for Research and Study of Birds.
They responded to the allegations to the Ministry of Public Administration, Digital Society and Media that they are responsible for the technical support of the ePetition portal, while the implementation of the ePetition itself is the responsibility of the relevant ministries.
"We expect the Ministry of Public Administration to communicate with the administrators of other ministries, and not just to ineptly shield themselves from responsibility by announcing that they cannot do anything about it. First of all, we believe that the request could have been formally answered, which has not yet been done, and decided in favor of or against the request because it should be assessed in accordance with the applicable regulations. We believe that in the Ministry of Public Administration, in charge of e-petitions, there is a legal service efficient enough to assess whether our request is against the law. In this way, we would show our colleagues that in cases of being ignored, they will decide because they are the only ones responsible to the citizens," it is written in the address of CZIP.
They add that it is obvious that Minister of Agriculture Aleksandar Stijović, with whom they had a meeting on the subject of poaching more than a month ago, is simulating cooperation with the civil sector.
"Deliberately sabotaging the petition that would oblige the Government to consider Article 35 and 36 of the Law on Hunting, which foresee the possibility of introducing a temporary ban on hunting. Namely, the minister used every opportunity to send a message in the media that contains a lie, namely that the initiative over 80 non-governmental organizations are not based on the letter of the law, considering that a lie repeated a hundred times eventually becomes the truth."
They emphasize that there is nothing left for them but to file a complaint with the ombudsman, which they did, hoping to receive an answer in less than five months.
"Because that's exactly how long it has been since the residents of Bar Kraljski filed a complaint because of the administration's silence on the issue of small hydropower plants, patiently waiting when the citizen will be the focus of the new government," the announcement concludes.
