The Agency for the Prevention of Corruption determined that, during the employment of representatives in the Broadcasting Center (RDC), the public interest was threatened, which points to the existence of corruption.
The Agency received two reports, and they refer to the alleged abuse of the official position of the executive director of RDC Slobodan Stanišić in the way that, without clear criteria, he made a decision on the selection of two candidates for the position of technical and logistical support officer.
The application also expresses suspicion of nepotism, considering the family ties of the selected candidates to the president of one of the trade union organizations, that is, the president of the Board of Directors of the RDC.
Stanišić told the Agency that all actions were carried out in accordance with the Labor Law and in compliance with the Regulations on the employment of the RDC, and that there were no irregularities in the procedure itself from its beginning to its end.
He pointed out that in that part he had already had a check by the Labor Inspectorate, the Protector of Human Rights and Freedoms and the Agency for the Protection of Personal Data.
"It is also stated that the applicant's allegations about nepotism have no basis, since the executive director of the RDC is not related to the selected candidates," the document, which "Vijesti" had access to, states.
The Agency stated that the RDC Employment Rulebook does not have defined criteria for the selection of candidates for employment, but rather the Commission defines them arbitrarily, without defining measurable and justifiable indicators, on the basis of which the method of evaluation, evaluation and scoring of individual candidates can be concluded. candidates, on the basis of which the best candidate will be objectively chosen. It was also established that after an oral interview with the proposed candidates, the executive director chooses the candidates at his discretion, again without defined criteria.
The Director of the Agency, Jelena Perović, gave two recommendations to the RDC, one of which is to immediately amend the Employment Regulations in the part that refers to the definition of criteria, but also to provide for the obligation to prepare minutes or reports on the implemented criteria on the basis of which it could be determined on how individual assessment and scoring was done.
Stanišić told "Vijesta" that RDC always respected all recommendations, suggestions and orders of competent authorities and undertook activities to implement them, which he also did with the Agency's. He pointed out that the contested Employment Regulations are in line with the Agency's recommendations and have already been delivered to its address.
"What is also important to emphasize is that there can be no question of nepotism in the mentioned case, nor has anything been established by the Agency, due to the fact that the employed person is not related to the executive director, who, in accordance with the employment regulations, concludes the employment contract with the best candidate", said Stanišić.
However, he did not answer whether the employee is related to the chairman of the Board of Directors, as stated in the application, and, if so, when and how this was determined.
At the last session, the government passed a decision on the dismissal of the OD RDC, whose president was Branislav Đuranović, and whose members were Miodrag Koljević, Tvrtko Crepulja, Grujica Lazović and Vladimir Vuković.
At the same session, Jelena Lazović, Nikola Labović, Nebojša Bajić, Božidar Radinović and Marko Milićević were appointed as new members.
