The Energy Community is launching a procedure on oil and gas exploration in Montenegro, the Coalition announced today on the 27th.
The announcement adds that the Secretariat of the Energy Community adopted the complaint of Coalition 27, registered under the number ECS-13/21, and announced a review of the case of hydrocarbon exploration in Montenegro within a maximum of six months. "Coalition 27 has submitted a complaint for the initiation of proceedings under Article 90 of the Energy Community Agreement, after which the Ministerial Council of the Energy Community is tasked with considering the reasoned requests, establishing the existence of a serious and persistent breach of obligations under this Agreement by Montenegro (Articles 91 and 92 .). The result of this process may be a decision to suspend certain rights arising from the application of this contract to the party in question," the statement of the Coalition on 27
They added that in the coming period they will submit evidentiary documentation and cooperate with the Secretariat on the steps taken by civil society organizations and citizens at the state, regional and European level, administrative and judicial procedures as well as other requests that need to be reviewed in the process.
"Issues related to the implementation of the Directive on the assessment of the impact of certain public and private projects on the environment will be investigated in the part related to the effective / significant process of public consultations. Also, special attention will be directed to the monitoring of the General Guidelines of Climate Goals for the year 2030 for contractual parties of the Energy Community, especially taking into account the EC's new climate goals for reducing greenhouse gas emissions by 55% by 2030. Additionally, the recommendations of the Ministerial Council of the Energy Community for the development of integrated national energy and climate plans of the contracting parties will be followed," they said. from the Coalition 27.
They said that they are glad that the Energy Community has found an ear for the problems that they claim they have been pointing out for more than five years.
"On the other hand, it is devastating that our Government does not want to review the misuse of regulations on citizen participation in decision-making processes, put an end to the violation of basic human rights and the development of a backward economy based on fossil fuels in a time of climate, environmental and social crisis. Oil exploitation and gas from the Montenegrin seabed does not have a social consensus, and leads us to an ever deeper dependence on fossil fuels in the context of a country with modest finances and opportunities for a green recovery and a clean energy and social transition", concludes the statement of the Coalition on 27.
