The Ministry of Ecology, Spatial Planning and Urbanism asked the Budva company "Old town invest group" to provide evidence that they have settled utilities to the Municipality of Budva, as well as compensation to the regional water supply for the apartment hotel "Harmonija" on Cape Zavala, as a condition for obtaining a use permit. .
The company, in which Andrea Mićunović, the daughter of Nikšić businessman Branislav Bran Mićunović, has a third of the ownership, again, as it did two years ago, requested a use permit for the 13-story "Harmonia", which was built more than a decade ago, but the request returned and given a deadline of five days to submit the documents to them.
"You turned to this Ministry with a request for the issuance of a use permit for a built object for the purpose of a hotel in the scope of the detailed urban plan Bečići based on the construction permit issued on December 21, 2019 by the Ministry of Spatial Planning and Environmental Protection. As the request contains formal deficiencies that prevent action, it is necessary to submit a statement from the contractor, supervising engineer, lead designer that the building was built in accordance with the building permit, a revised master plan, and proof of the arrangement of the relationship regarding the payment of the fee for communal equipment, as well as fees for the construction of the regional water supply system", the relevant Ministry's explanation states.
A deadline of five days is left for the deficiencies to be eliminated, otherwise the request will be rejected.
In the Municipality, they confirmed to "Vijesti" that their department did not conclude a contract on the regulation of obligations with "Old town invest group".
The case of "Harmonija" is specific because the multi-story building was built according to the building permit issued under the old law.
According to those legal provisions, the investor was obliged to pay utilities only after completing the building, that is, before submitting a request for a use permit.
Until now, the Municipality has never officially calculated utilities for that facility, and two years ago, the then Ministry of Sustainable Development and Tourism was asked to provide it with a building permit.
According to the Central Registry of the Commercial Court, Andrea Mićunović owns 34 percent of the capital in the company registered in Budva, to which the building is registered, while the rest of the 33 percent of the capital belong to partners Danilo Mićović and Milan Zindović.
In the cadastral records of the Real Estate Administration, it is stated as a burden that the apartment hotel does not have a use permit, but also that it is mortgaged by the state, which four years ago registered a mortgage in the name of a tax debt of 1,8 million euros. The mortgage on the apartment hotel and the land was also registered by Prva banka on the basis of two credit lines of 5,44 million euros, which was taken out in 2007, and there is also a mortgage for a loan of 2,45 million euros from 2011.
