Free studies, practice, copywriters, rector's change...

The government fulfilled part of the announcements from Marković's exposé when it comes to investment in education and legislative changes. Free basic and master's studies were introduced for about 3.500 students at the University of Montenegro, and the budget of that institution is the largest ever - 19 million euros. The Talent Fund was also established, which has 1,5 million euros and is intended for talented students and professors.

However, unforeseen situations also happened. Former rector Radmila Vojvodić, elected in May for another term, was dismissed already in October.

The reason for the dismissal is her resistance to the Government's decision from June that the Medical School must remain in Berane. After a month of media war, Vojvodić and all her closest collaborators were dismissed, and they characterized it as "the Government's attack on the autonomy of the UCG and the disciplining of critical thinking."

Before the beginning of the school year, news broke that the Montenegrin teams had rewritten a part of the Croatian Education Reform Proposal. After several weeks, the responsibility was clearly established only for the group that worked on plans and programs for physical education, while it is still being determined for the other teams.

Minister Damir Šehović points out that these situations did not divert the Government from its clear goal - greater investment in knowledge and education.

"In addition to free studies, we also introduced mandatory practical classes for higher education students, in the scope of 25 percent of the total classes. The Agency for Quality Assurance and Control in Higher Education will ensure objective control of the work of higher education institutions," claims Šehović.

He reminds that around 200.000 scholarships are given to deficient craft occupations, and dual education has been introduced - teaching in schools, and practical work at the employer:

"The step forward is particularly important because we have finally managed to create a stronger connection between the needs of the labor market and education".

Šehović also notes that there is still a lot of work to be done in terms of controlling the education system and implementing the reform.

"We are waiting for a good application of the adopted solutions, especially in the part of controlling the work of schools. New requirements have been placed before the principals regarding the quality of their work, and their mandate is limited to two. The basis for dismissing the principal is now a situation in which he receives a grade through an external evaluation "does not satisfy" or provides incorrect data about employees, thereby reducing the scope for unscrupulous work.

Marković has repeatedly announced that the government plans to lease the Aerodrome, which is operating positively, on a long-term lease, which caused the opposition to protest, while the executive branch continued to illegally help Montenegro Airlines with state money, which is operating with a loss of millions. The competition for the sale of shares in Luka Bar also caused great indignation.

In his presentation, Marković stated that the low level of financial position of employees in healthcare is one of the biggest problems in that area, but their salaries have not been increased this year.

He promised to arrange clear rules and appropriate supervision for the supplementary work of doctors.

The regulation of the Ministry of Health tightened the supervision of supplementary work. However, it is not known that mandatory contributions have been introduced in the budget for additional work, which will increase revenues in state funds, as the Prime Minister announced.

Although patients claim the opposite, the Clinical Center assures that the waiting lists are shorter compared to the previous period and "the least in the region".

In June, the Ministry of Health introduced central scheduling of specialist examinations. The last year was marked by the non-functioning of the Medical Chamber, whose work was blocked by the Ministry of Health.
